History

History is unquestionably a valid way of viewing reality: that is the present can be accessible only with a knowledge of the past (Bauzon: 1978).

Local History

local history focuses on a certain geographic location, essentially it is a history of a community, state or region (Phillips: 1995).

Local studies center

is a specialized information center combining a library, an archives and a museum in terms of the range of the collections, serving the purpose of preservation of knowledge about a certain locality in all its facets (Perez & Templanza: 2012).

The Formation of local/regional historical groups or centers To collect/preserve documents publish checklists and bibliographies,

local history writing contests, and similar activities.

The National Historical Commission also recommended during the First Seminar for Provincial Manila in 1972, which urged the creation of provincial historical committees to gather and store source materials for local history in provincial/ municipal/ city museums (Mojares, 1980).

Cebuano Studies Center

Gathering of materials on the history and culture of Cebu and as part of the universitys extension services. 1972- it was first conceptualize as an answer to the growing demand for research services in local history.

December 13, 1975- the center opened its services to the general public.

The people behind the establishment of the Center:

1. a special library to house source materials pertaining to Cebu, as

well as the predominantly Cebuano-speaking areas in the country;

2. a research center devoted to studies pertaining to Cebu in the

area of the humanities and social sciences; and

3. a special office assisting in the promotion of Cebuano culture and

the arts.

To provide world-class resources for research on a diversity of Cebuano and Cebuano-related topics. It aims at creating new knowledge in Cebuano, at preserving the best of Cebuano culture and heritage and at extending the contributions of the University of San Carlos to research scholarship.

The opening of the CSC of the University of San Carlos was recognized by the local community as Gov. Osmundo Rama in his address at the opening ceremonies hailed the Center as an answer to a long felt need for a place where systematic research can be undertaken on the history, life and culture of Cebu and Cebuanos (De Jesus:1976).

NOW....
The Center is a contribution of the University of San Carlos to the community. It is expected to render help as catalyst for scholarly studies on the history and traditions of Cebu and in the larger view for an enlarged and informed awareness of place, people and time which will be of benefit to the spiritual and intellectual development not only of the Cebuano but of the Filipino.

The Center is open to the public and will service all scholars and researchers in the Cebuano Studies area. It admits special affiliation with independent scholars and institutions here and abroad. In exchange for their research outputs, the Center offers working space for affiliates doing lengthy research.

For Faculty of the University of San Carlos, the Center provides semestral research deloading grants and external-funded projects graduate studies (masters and doctoral).

Organize lectures, conferences and seminars with local and foreign linkages.

The special library of the center has a wide assortment of research materials, including rare materials. At present, it has the best collection of Cebuano books in the country, a large serial collection of newspapers and magazines published in Cebu, and a growing photograph collection Availability of indexes or research aids for easy retrieval of the materials and conduct language courses and arrange translator and clerical services for scholars; instil a consciousness in the community for the importance of documents, artifacts and other source materials; and encourage recognition of people with significant cultural contributions.

To date, CSC welcomes visiting scholars who wish to conduct their researches on Cebu and encourages affiliation and collaboration with other national/international institutions.

The operations of the Center are financed by the university funds as an independent cost center. The Center also receive support from private agencies and individuals in the community in the form of grants for specific projects and the donation deposit or loan of materials to a library of this kind.

The Center has initiated researches which are published as separate items or reported in the Philippine Quarterly of Culture and Society, the journal devoted to the Humanities and Social Sciences published by the USC. Much of Center research has been done by the Center Director individually or with a team, some with funding from external sources.

A number of books based on Center research have also been published by academic presses in Manila.

Future Direction: Digitization of the Cebuano rare collection

The existence of local studies centers with the materials that can be preserved and stored, it will be beneficial to students, local researchers and foreign scholars . The present interest in local history is expressive of the need to focus attention on local or regional experience and traditions. It will be an important instrument in encouraging studies in local history and culture in the awareness of regional traditions.

For the information specialist, it is a period of transition. For a long time the local collection was often deprived and neglected feature of a library service but this situation has vastly altered for the better in the last 30 years or so. Change has generally meant improvement and development has generally encompassed growth the future for local studies librarianship looks exciting but also demanding (Dewe:1987).
