Malolos Constitution

The separation of Church and State is said to be one of the most outstanding innovations of the Malolos Constituition in 1898 The Malolos Constitution is a Filipino legal document codifying the basic law of the First Philippine Republic. It is both the twelfth such charter to be implemented in the Philippine archipelago and the first to written as the framework of an independent nation.

It was written by Felipe Caldern y Roca and Felipe Buencamino as an alternative to a pair of unsatisfying proposals tendered to the Malolos Congress by Apolinario Mabini and Pedro Paterno. After a lengthy debate, taking up much of the latter part of 1898, it was finally enacted with minor modifications on 21 January, 1899.

Spanish friars ruled supreme, even over the government. the most important official dominating the town As one Filipino pointed out they werent just spiritual guides or parish priest but the rulers of the municipalities. The whole government of the islands rested on them. Many of their abuse led to the revulotion of 1896 - 1898

The friars control all the fundamental forces. * They control the education system * Local inspectors * Minds of the people * They control all the municipal and local authorities * Medium of communication * Execute all the orders of the central government
