What is a wasteland???
According to Bhumbla &Khare A) which are eco logically unstable B) Whose top soil has been nearly completely lost C) which have developed toxicity in root zones for growth of most plants, both annual crop and trees.

NWDB Definition degraded land which can be brought under vegetative cover with reasonable effort and which is currently under utilized and land which is deteriorating for lack of appropriate water and soil management or on account of natural causes

ACCORDING TO NRSA & SOI-13 TYPES
1.Gullies and/or ravines 2. Upland with or without scrub 3. Waterlogged and marshy land 4. Land affected by salinity /alkalinity in coastal and inland areas 5. Land under shifting cultivation 6. Under utilized / degraded notified forest land 7. Degraded pasture / grazing land 8. Degraded land under plantation crops 9. Shifting sands- inland /coastal 10. Mining / industrial wastelands 11. Barren rocky / stony waste/ sheet rock areas 12. Steep sloping area 13. Snow covered and/ or glacial area.

REVIEW
By March,2004-148 schemes sanctioned with total outlay- 143.23 cr. 63 projects completed/ foreclosed. It lacked addressing ecological crisis &peoples participation. It has failed to achieve the target of 5 mha/year. By over all it has failed.

IWDP SCHEME
In effect since 1989-90 along with NWDB Only non forest wastelands are taken up. Its objective are based on village/ micro watershed plans.

Activities- In situ soil/ moisture conservation,


plantation, agro- forestry & horticulture, training, extension, awareness, capacity building, engineering structures etc.

Success story- Sivganga district of Tamilnadu.

Suggestions on learning
Govt. should view a forestation as a support to agriculture. Peoples involvement by mobilization. Separate line of credit by banks/FI. Transfer of available technology. Each dev. Project should involve reclamation cost of waste resources. Sufficient planning for raising of nursery. Etc.
