The issue
Incorporating changes into the current production flow Finishing the job in current production flow and then incorporate the change Expediting changes by assigning additional workers

Option 1

Advantages 1. Production would not be delay, modification separated from normal flow of production, all other production would be continued as planned as well as learning curves. 2. Functional tests could be done as originally planned, the test were done during the final assembly process, problem would be identified and corrected on the spot. 3. Problem could be concentrated, every step was normal procedure except installation of the two-person cockpit, we could isolate problems to the cockpit area. 4. Cheaper approximately one million additional labor hours were required.

Option 1
Disadvantages : 1. Parts needed to be removed after final installed, because modification after completion of production, some of the parts must be removed and replace. 2. Operation system might be disrupted, if the modification was not done carefully. 3. Space problem, not enough room to modify all thirty planes.

Option 2
Modification during production Advantage : 1. All parts were installed only once, because there would be no installation and subsequent removal. 2. All activities would be controlled by normal procedures, because modification would occur during production.

Option 2
Disadvantages : 1. Original plan would be disrupted 2. Learning curves would be disrupted 3. Expensive. Approximately two million additional labor hours 4. Problem might not be detected and corrected immediately because functional testing would have to be done after the two-person cockpit was fully installed.

Conclusion
Safety. We choose first option. We choose this option because,in aircraft industry,the most important issue is safety.This option can give us more guarantee in safety issue because we can re-check aircraft system when the aircraft is assembling and post-assembly In budgeting point of view,by using this method,we can reduce budget two times (2 million hours labour compared to 1 million hour labour) and when we are talking about business,this point is very important thing.
