Training unemployed people so that they can make a fresh start; developing alternative skills and opportunities in areas hit by job losses; taking the fight against illiteracy into the workplace; promoting vocational training for senior citizens all these things could come under the heading of either employment or vocational training policy. There is no clear-cut division between the two, but what is very clear to me is this: an effective vocational training system is, in terms of both quantity and quality, the key to job creation.

1791 Abolition of corporations 1870 Evening courses; workplace schools 1879 With Republicans compulsory schooling development of technical schools 1919 Creation of level V diploma CAP 1925 Apprenticeship tax 1944 Public Vocational Education Institutes created by UIMM 1945- Setting up by the Ministry of Labor and social partners of the Accelerated Vocational Training Centres (FPA VTCs). 1949- Institute by the Ministry of Labor of the Association of Vocational Training for Adults (AFPA). 1959- Law on social promotion by permanent training for professional development. 1961- Institution of the Fund for vocational training and social promotion (FFPPS). 1971- Law on organization of vocational training / Institute by the Ministry of National Education of Academic Delegations for Permanent Training (DAFCO). 1983- Vocational training is under State and regional jurisdiction. 2002- Law on Validation of Experience Knowledge (VAE). 2004- Law on long life training and social dialogue: individual right of training (DIF) and professionalization contracts. 2008- Creation of new single operator in public employment service
