Role of Civil Defence
The Civil Defence organization was established in Pakistan
immediately after it came into existence. The Civil Defence
Act, 1952, which has been amended from time to time,
provides legal coverage to the Civil Defence activities. Under
this Act the role of Civil Defence has been defined as: -
“Civil Defence includes any measures not amounting to
actual combat, for affording defence against any form of
hostile attack by a foreign power or for depriving any form of
hostile attack by a foreign power of its effect wholly or in part,
whether such measures are taken before during or after the
time of the attack and includes remedial measures during
calamity or disaster in peace time.”
OBJECTIVES
The Department carries out relief activities during
natural and man made disasters with the
objectives to:-
a) Maintain normal life activities and its restoration
without delay if disturbed due to enemy action or
natural calamities.
b) Keep the morale of the people high during any
emergency
c) Plan and implement preventive, precautionary,
remedial and post raid relief measures to
neutralize and minimize the effects of natural
calamities and war eventualities aiming to
reduce to the minimum the number of casualties
Tasks of Civil Defence
Peacetime
a) Training of masses to meet any untoward situation
arising out of man made or natural disasters
b) Assistance, Rescue and Relief whenever life and
property is threatened due to peacetime disasters
During War
a) Warning of the enemy’s raiding aircraft to civil
population
b) Provision of Fire Fighting, Rescue, First Aid Relief
and Bomb Disposal Services
c) Assistance in Rehabilitation and Restoration of
Utility Services

SETUP OF ORGANISATION
Directorate General Civil Defence, through its
eight (8) Training Institutions is imparting
training in the field of Rescue Services/ First
Aid, Fire Fighting/Prevention, Bomb Disposal /
Reconnaissance, NBC, Camouflage and
Concealment of key points and other aspect of
Civil Defence to the employees of
Government / Semi Government, autonomous
bodies and other commercial undertakings etc.

TRAINING
Federal Civil Defence Training Institutions impart higher/ specialized training
in various disciplines of Civil Protection. Department was assigned peacetime
responsibility to educate employees from Govt. and Semi- Govt. sectors, Armed
Forces. Main purpose was to produce Master Trainers, who could further disseminate
knowledge in their organizations. Eight training institutions were established with one at
each Provincial Capital including Muzaffarabad, AJ&K and National Institute of Fire
Technology at Islamabad and Federal Civil Defence Academy and Bomb Disposal Unit
at Lahore.

IMPLEMENTATION OF THE RESOLUTION
As experienced that million of people in most of the countries
have died helplessly in the recent past is a result of disasters like,
tsunami, earthquakes, tornados/ twister, hurricanes, and land slides.
The geological changes in the periphery of the globe have been
reported to arise very rapidly in the recent past. We can not undo
these natural disasters but we can only minimize the losses by
awareness and preparedness and implementation of scheme through
technically qualified and experienced hands. To implement the
decision of the National Assembly, accordingly SOPs regarding
training in the field of Rescue Services to the students of Colleges
and Universities has been prepared for kind approval of its
implementation.

TEAMS
Fire consultancy services are being rendered to
important offices/installations so as to avoid fire incidents
and also minimize the losses in case of any fire incident.
Fire Policy
Fire policy has been made and it is under
process prior to being forwarded for approval to the
Interior Ministry
RECOMMENDATIONS
1 The existing staff of the organization is short for smooth
running of the National cause. Approval for revival of 41
posts abolished in 2001 and creation of 154 posts as per
proposal already sent to Ministry for revitalization of Civil
Defence Department may be accorded
2 Special budget provision for purchase of operational
vehicles/Civil Defence & Bomb Disposal equipment is
required to be made.
3 Finance Division may allocate funds for establishment of
two Search & Rescue Teams.
