Evaluation Process
• Begin with Backward Planning
• Initial Planning
• Calendar your visits and observations
• Stick to your schedule
• Always provide feedback
• Maintain a binder with calendar of
visits, feedback and memos
Observation
• Determine specific observational objectives
• Meet with the CT to convey specific focus areas
and calibrate expectations
• Record “facts” rather than “characterizations”
• Provide specific feedback to the teacher
• Follow up with a consistent regimen of
observation
Role of the CT
• Provides support and guidance to remediate
instructional deficiencies in performance
• Assists with instructional planning,
standards for student behavior, etc.
• Meets with the Principal monthly to discuss
the support being provided and to receive
input regarding desired improvements for
PAR teacher
• Reports to the PAR Panel twice a year
sharing evidence tied to the California
Standards for the Teaching Profession
NOT the Role of the CT
• Participate in or contribute to the evaluation of
the PAR participating teacher
• Perform duties that are expected of the PAR
participating teacher (lesson-planning, teaching,
rollbooks, parent calls, etc.)
• Provide additional instructional support in the
classroom (as an aide or co-teacher)
Do issues ever arise
between PAR Teachers and
their Consulting Teachers?
Performance vs. Conduct
• Performance – The actions through which
one discharges one’s professional duties
and obligations (skill & effort).

• Conduct – The means by and manner in

which one discharges one’s professional
duties, interacts with others and abides by
established norms, rules and laws
(behavior).
Handling Misconduct
• CONTACT THE OFFICE OF STAFF
RELATIONS
• Investigate, Interview & Document
• Conduct formal conference
• Issue discipline – Notice of
Unsatisfactory Act
• Ensure that the disciplinary issue is
reflected in the final evaluation
Final Evaluation
• If marked “Below Standard” then you must:
- Schedule the final conference with the below-standard
teacher FIRST among all others.
- Describe, in writing, the areas of below-standard
performance, recommendations for improvement and
the assistance given and to be given (Article X,
Section 6.0)
- Hold final conference and submit electronic evaluation
prior to the deadline - 30 calendar days before last
regularly scheduled school day of the employee’s
scheduled work year (Article X, Section 6.0)
Notices of Unsatisfactory
Service vs. Below Standard
Evaluations
• NOUS are more detailed
• NOUS carry a higher burden of proof
• NOUS are based on extensive,
specific documentation
• NOUS include extensive assistance
and guidance
• NOUS are essential to any dismissal
proceeding
