Guidelines for the Search for Most Outstanding Barangay Executive, Sangguniang Barangay, Barangay Treasurer and Barangay Secretary of Region 02 (Barangay BESTS Awards)

OBJECTIVES
To institutionalize an effort to strengthen and promote barangay good governance and to motivate barangay officials to sustain progress and development through effective, responsive and genuine leadership. To create deeper awareness of barangay officials and employees of their mandated functions, roles and responsibilities in the effective delivery of basic services to their constituents;

Objectives...
To identify potential problem areas which will serve as input for policy formulation to provide avenue for performance appraisal for barangay officials; To recognize exemplary performance of Punong Barangays, Sangguniang Barangays, Barangay Treasurers and Barangay Secretaries in carrying out their mandated duties and responsibilities; and To showcase innovations and best practices of barangays along good governance for replication.

SCOPE AND COVERAGE

The Search is primarily intended to cover all barangays of Region 02 and shall focus its assessment on the following:
barangay governance and administration, transparency and accountability, resource mobilization and utilization, administrative support systems,

Scope and coverage

barangay legislation, records management, peoples participation and NGO/POs partnership, best practices and innovations along barangay governance, and compliance to requirements of pertinent laws and directives during the next preceding year.

TYPES OF AWARDS
Most Outstanding Barangay: The Most Outstanding Barangay shall be assessed based on its collective performance on all the four (4) major criteria in the Evaluation Instrument.

Most Outstanding Punong Barangay: The Most Outstanding Punong Barangay shall be selected based on the performance of his mandated duties and responsibilities pursuant to LG Code of 1991, compliance to laws and directives, using all the four (4) major criteria indicated in the Evaluation Instrument.

Types of Awards
Most Outstanding Sangguniang Barangay: Selected based on the collective performance of the legislative body pursuant to the requirements of the LG Code of 1991 and other pertinent laws in providing legislative measures in the effective delivery of basic services to the people.

Types of Awards
Most Outstanding Barangay Secretary: Selected based on performance of mandated duties and responsibilities pursuant to LG Code of 1991 and other pertinent laws and directives on records management, such as recording, handling, routing, filing, servicing, retrieving and disposal of records.

Types of Awards
Most Outstanding Barangay Treasurer: Selected based on performance of mandated duties and responsibilities pursuant to the LG Code of 1991 and other pertinent laws and directives on revenue generation and administration, resource allocation and utilization, budgeting and public expenditure and resource accountability.

MECHANICS OF THE SEARCH

The Search shall be conducted annually and shall cover all barangays region-wide. Evaluation shall be conducted in all levels by their respective Evaluation Team using the prescribed evaluation instrument (BESTS Form 1). A Comparative Assessment Report (BESTS Forms 2, 2a and 2b) shall be accomplished to contain all the barangays evaluated within an LGU.

Mechanics of the search

The City/Municipal, Cluster or Provincial Evaluation Team, as the case may be, shall submit only one (1) winner per type of award to the Regional Evaluation Team. In no case that said levels will submit a tie to the next higher level. Should there be a tie, the Evaluation Team concerned shall, by all means, conduct a deeper reevaluation to break the tie.

Municipal winners shall be validated by their respective Cluster Evaluation Team and city winners shall be directly validated by the Provincial Evaluation Team. Provincial winners under city and municipality categories per type of award shall be validated by the Regional Evaluation Team. The decision of the Regional Evaluation Team shall be final.

The Evaluation Teams in city, municipal, cluster, provincial and Regional levels shall observe objectivity in the selection of winners. They shall keep all records of evaluation, including Evaluation Instruments and Comparative Assessment Reports and proceedings of deliberation in the selection of winners for ready references.

Conduct of Awarding Ceremonies at the sub-regional levels shall be discretionary. The following manner of selection of winners in each type of award shall be observed:
For Most Outstanding Barangay and Punong Barangay, the nominee who garnered the highest score after summing up all scores of the four (4) major criteria of the Search, using the prescribed Comparative Assessment Form, shall be selected as nominee to the next higher level of evaluation;

For Most Outstanding Sangguniang Barangay, the barangay that garnered the highest score after summing up all scores under Criteria III of the Evaluation instrument under Barangay Legislation, using the prescribed Comparative Assessment Form shall be selected as nominee to the next higher level of evaluation;

For Most Outstanding Barangay Secretary, the nominee who garnered the highest score after summing up all scores under Criteria II of the Evaluation Instrument on Records Management and Filing System, using the prescribed Comparative Assessment Form, shall be selected as nominee to the next higher level of evaluation; and

For Most Outstanding Treasurer, the nominee who garnered the highest score after summing up all scores under Criteria IV of the Evaluation Instrument on Fiscal Management, using the prescribed Comparative Assessment Form, shall be selected as nominee to the next higher level of evaluation.

Considering that the set of criteria to be used in assessing and selecting the Most Outstanding Barangay and Punong Barangay is one and the same, it is implied that the adjudged Most Outstanding Punong Barangay is automatically the Punong Barangay of the barangay adjudged as Most Outstanding.

Mechanics of the search

Timetable for implementation and deadlines for submission of nominees shall be strictly observed. None submission on time will mean disqualification of nominees.

Evaluation procedures
Assessment and evaluation shall be onsite using the following techniques and methodologies:
a) interview b) documentary analysis c) ocular inspection

Note:
Recipient barangay must have to submit a project proposal and comply with administrative requirements prior to the release of the fund. Implementation of the project shall be monitored by DILG Regional Office through the Local Government Monitoring and Evaluation Division (LGMED) and liquidation of the fund, thereof, will be required after the completion of the project subject to the usual accounting and auditing rules and regulations.
