UTTAR PRADESH ARCHITECTS ASSOCIATION

The U. P. Architects Association (UPAA) was formed on 20th December 1987 at Meerut under the nominated president Ar. Y. Chandra for taking further actions and making constitution of UPAA.

OBJECT OF THE SOCIETY:

The Society shall have the following objects: a. To integrate the Architects of Entire Uttar Pradesh. b. To stream line the working of the architects at all the places. c. To arrange such meetings in which architects can exchange their views by healthy discussions for the upliftment of the profession. d. To assist the Architects to keep their knowledge full fledged regarding byelaws, new building materials, new techniques of construction & rights of the architects etc. by sending them informations. e. To make a code of conduct of the architecture profession. f. To educate the public with the profession of Architecture. So that the public can be benefited through the service of the architects.

g. It shall remain non-profit organization & shall work for the upliftment of architecture profession.
h. To help poor people by giving free advice in building construction by organizing charitable camps etc. i. Liaison with the other professional bodies.

FUNDS Funds may be raised by the following sources for the expenses of the Society. a. b. c. d. e. Membership fee from the members. Subscription from the members. Collections raised by means of books, periodicals, souvenir, etc. Grants from the Govt. or other Agencies. Donations made by the business organizations & Individuals

OFFICE BEARERS
The EXECUTIVE COUNCIL, which shall control the working of the U.P. architects Association, shall have the following office bearers. a. President b. Vice President -4Nos c. General Secretary d. Special Secretary e. Jt. Secretary f. Treasurer g. Coordinator h. Members of the Executive Council i. Immediate Past-President & Gen. Secy. shall be the ex-officio members of the council. j. All past presidents & Gen. Secretaries shall be special invitees. k. Founder

PRESIDENT President Ar. Y. Chandra shall be permanent invitee.

 The Presidents shall preside over all the meetings of the Association and the Executive Council. He/ she shall supervise over the administration of the Association. In the absence of the President the Vice President shall perform his/her duties. The ruling of the President on all questions of procedure and order shall be final. All the questions before the General body Meeting shall be decided by a majority of votes and in case of equality of votes, the president shall have casting vote.

VICE PRESIDENT
In the absence of the president, the Vice President nominated by the president, shall perform the duties of the president

GENERAL SECRETARY
The General Secretary of the Association shall send summon to the meetings, keep the minutes of the meetings, shall do correspondence on behalf of the Association, shall distribute his work to Jt. Secretary with the consent of the president. He shall represent Association in all proceedings suits, prosecutions, disputes & such legal matters in which the Association is a party or otherwise interested, shall keep in his custody all papers, documents & correspondence of the Association, shall work under the control and supervision of the Executive Council.

JT. SECRETARY
Shall assist the General Secretary in his/her work and look after those responsibilities which are given to him by the General Secretary, also in the absence of General Secretary Jt. Secretary shall work in his/her place.

TREASURER
The Treasurer shall collect membership fee, subscriptions, contributions, and donations & give all receipts on behalf of the Association. He shall maintain account and record of all the money received and all the expenses of the Association. He will open a Bank account of the Association at Meerut, which shall be a joint account, which may be operated jointly by either of the two from Treasurer, President & General Secretary.

The Treasurer can keep with him cash up to a limit of Rs. 2,000/- & rest all money of the Association shall be kept in Bank.

The Treasurer shall pay the bills which are duly passed by the General Secretary up to a limit of Rs. 1000/- by the President up to a limit of Rs. 10,000/& by the Executive Council above Rs. 10,000/-.
In case, the Treasurer & General Secretary are from two different cities the Treasurer shall advance Rs.10,000/- in cash to the General Secretary for day to day expenses of the General Secretary's office for which General Secretary shall send him the bills of expenses duly passed by him.

COORDINATOR
The Co-coordinator shall be elected office bearer of the Association who shall be in-charge of the news bulletin/letter of the association & shall be the member of the Executive Council. The main work of the Co-coordinator shall be, to give report about the activities of the Association/Executive Committee & local Architects Association's Activities at different city.

He shall keep in touch with the Member of Executive Council/Executive Council/other office bearers of the Association.

MEMBER OF EXECUTIVE COUNCIL:

The member of Executive Council shall look after all the working/interest of the Association at local level in each city, where at least 3 members of the association are residing/working. In case, any architects Association is working in a city the member of executive Council shall be elected/nominated by that Association of that city & in case of absence of any Architects Association in a city the architects of that city which are members of the Association can select/elect/nominate them Member of Executive Council from their city. The Member of Executive Council shall collect the Membership fee from the members, shall give all such informations which he will receive from the U.P. Architects Association to all the member of his city, shall recommend the names of new members, shall send the report of the activities of Architects in his city to the General Secretary/Co-coordinator. In case of any problems/difficulties in the profession he may contact General Secretary of the U.P. Architects Association to interfere in the concerned matter. In total a Member of Executive Council is Chief Representative of the U.P. Architects Association who is present in each city with all rights at local level.

The Member of Executive council may be terminated by the Executive Committee/General House if his acts are against to the aims & objectives of the Association or in case 3/4th members of any city gives in writing to the General Secretary for his termination. The President & Secretary of the local Association shall be also the member of the Executive Council of U.P. Architects Association. Also any Member of Executive Council of U.P. Architects Association have powers to send their representative architect to attend the meeting of the U.P. Architect Association giving their power of voting

POWERS OF THE EXECUTIVE COUNCIL

The Executive Council of the Association shall have the following powers: To exercise supervision and control over the work and policy of the Association. To sanction the annual budget.

To elect or co-opt new members in case of vacancy caused due to resignation or death of an existing member of the Executive Council.

To accept donations, contributions, and to collect funds for the interest of the Association. To expel any member found to be working against the interest of the Association. To appoint any paid employees, workers, organizers or persons to carry out the activities of the Association. To do such other work which in the opinion of the Executive Council may be conductive to furtherance of the aims and objects of the Association. To grant scholarships, free ships and interest-free educational loans (refundable or non- refundable) and financial assistance to deserving candidates. To purchase, to take on lease or in exchange or as donation or otherwise acquire movable or immovable property or any right or privilege for the purpose of the Association.

To appoint, remove or suspend or take any other action in respect of employees, to determine their powers and duties to fix up the terms of employment and subject them to such provisions and direction as may be laid down.
To hear and deal with complaints from employees, members of the Association. To institute, prosecute, defend, compromise or to refer to arbitration any suit, concerning any debt, liability or claim for or against the Association.

ELECTION PROCEDURE:
a. The office bearers shall be elected at the general body meeting by a majority of Votes for a period of two years & can seek reelection after completing their terms. b. The election of the office-bearers shall normally be held in the month of December after every Two years. However, if it is not possible to hold elections in this month then the Executive Council shall have powers to postpone these elections up to a maximum of three months period. c. The Executive Council shall meet at least once in three months to review previous work and future plans and shall decide how often and where to hold meetings. The meetings of the Executive Council as well as the General Body Meeting can be held at 15 days notice to the members in case of urgency, but no rules/regulations/constitutional change be made in such urgent meetings.

d. The meeting of the General Body shall be held after one year.
e. The notice for the Executive Council meetings shall, be given to all office bearers and to the members of the Executive Council only, but for the general body meeting notice shall be given to all regular members before 1 month from the date of the meeting.

f. If any change in the Rules & Regulations of the Association is required then only the general body shall have the right to-- modify these by a majority vote. g. The quorum required for the Executive Council meeting shall be 15% of the office-bearers whereas for the General Body meeting it shall be 15%. h. The treasurer shall maintain full account of the expenses and the income of the Association. These accounts shall be presented in the general body meetings as and when required and finally in the last general body meeting of the year. The money received from the subscription fee shall be used to meet the expenses of the Association. i. If any office-bearer wants to resign from his/her position then he/she shall submit her/his resignation in writing to the Executive Council through General Secretary and only after it has been accepted by the Executive council, then the member can leave his/her post. In such a case, the Executive Council shall nominate another person to this position.

DISSOLUTION:
If upon the dissolution of the Association there remains after the satisfaction of all its debts and liabilities any property what so ever, the sums shall not be paid or distributed among the member of the Association but shall be given or transferred to some other charitable institution or institutions, having objects similar to the objects of the Association, at or before the time of dissolution.

MISCELLANEOUS RULES & REGULATIONS:

a. Where there is no clear direction given in the constitution the Executive Council take or interpret decisions which may suit the situation, but the decision taken by the Executive Council shall not be treated as the rules of the Constitution. b. On all the matters the decision of the General House shall be supreme in General Body meetings. c. Any change of the bi-laws or rules of the constitution may be possible after placing the change in front of General Body Meeting. d. The Association may fight for the legal rights of Architects even in court of law if necessary.

Chapter Office Bearers:

a. At the place of President and Gen. Secretary of UPAA all the chapter posts shall be designated as Chairman & Secretary. b. Besides three mandatory posts of Chairman, Secretary and Treasurer, chapter can create any number of posts as per their requirement
APPOINTMENT OF AUDITOR: The account of the Association shall be audited annually by some authorized Auditor whose report shall be kept before the General House meet for approval. The term of the Association shall be July to June of II year

MEMBERSHIP
Any person who have passed degree course in Architecture i.e. B. Arch., N.D.Arch. /G.D.Arch., or equivalent course from a recognized University can be the member of the U.P. Architects Association. A member must pay the annual subscription to the association at Rs. 400/(Rupees Four Hundred Only) per year. This amount may be enhanced in future by taking the approval of the general house only. Life Membership may be given to the member who will deposit a sum of Rs. 4000/(Rupees Four Thousand Only) once.

TERMINATION OF MEMBERSHIP
In case any member acts against the interest of the society or does not pay the dues of the membership the Executive Council shall have the right to terminate his/her membership after giving him/her due opportunity to clear the charges against him/her.

The Indian Institute of Architects (IIA)

National body of Architects in the country. Major role to play in promoting the profession of architecture by organizing and uniting in fellowship the Architects of India to promote aesthetic, scientific and practical efficiency of the profession both in Practice and in Education. IIA is represented on various national and international committees connected with architecture, art and the building industry and is also actively associated with International Union of Architects (UIA) Commonwealth Association of Architects (CAA) and South Asian Association for Regional Co-operation of Architects (SAARCH). Affiliation with R.I.B.A. in 1925 led to consideration of further changes in the existing Constitution and Byelaws. One of the first was that members of the R.I.B.A. in the Bombay Presidency and throughout India were now coming into the fold of the Association. It was on 2nd September 1929 that the new body was re-organized in Bombay and officially registered as "THE INDIAN INSTITUTE OF ARCHITECTS". Its chief objects, among others, as stated in the Memorandum of Association were

"To continue the work of the Bombay Architectural Association founded as the Architectural Student's Association in 1917" and "To encourage the study of Architecture, to elevate the standard of Architectural Practice and by mutual support, to promote the interests of Architects throughout India".

The Institute began its activities in the room of the Sohrab F. Bharoocha Architectural Library, 7-10, Elphinston Circle, Bombay and this therefore was the first permanent headquarters for the various activities of the Institute. Later, as things improved, the Institute and Library moved into the new and more convenient quarters which it at present occupies at Prospect Chambers Annexe, Hornby Road, now Dr. Dadabhai Naoroji Road, Mumbai - 400 001. In 1929, the membership was 158. Today it has crossed the 12000 mark. The Indian Institute of Architects is registered under the Societies Registration Act XXI of 1860 as a voluntary organization of Architects. The only other organization at the national level is the Council of Architecture established under the Architects Act 1972 with the statutory duty of Registration. The Indian Institute of Architects is affiliated to the following Union International des Architects, UIA Commonwealth Association of Architects, CAA Architects Regional Council, Asia, ARCASIA South Asian Association for Regional Co-operation of Architects, SAARCH

AFFILIATIONS

OBJECTS OF IIA
(a) To continue the work of the Bombay Architectural Association founded as the Architectural Students' Association in 1917, and to take over from the trustees or other person or persons all the property of the said Bombay Architectural Association, which can legally be vested in the Institute, and to assume the liabilities and obligations thereof with power, authority to sell, alienate, discharge, vary or otherwise dispose of the said property or any port thereof. (b) To organize and unite in fellowship the architects in the Republic of India; (c) To combine the effort of the Architects so as to promote aesthetic, scientific and practical efficiency of the profession; (d) To encourage the science and the art of planning and building the standards of architectural education, training and practice, by making grants to Technical Institutions, or by paying or assisting to pay the fees and expenses of students or by providing and giving scholarships, prizes or other rewards to such students, or by any or all such methods; (e) To devise and impose the means for testing the qualifications of the candidates for admission to membership of the Institute, by examination in theory and in practice, or by any other tests, or to arrange with any technical Institute or Institutions for the imposition of any such tests; (f) To consider all questions, affecting the practice of architecture and to initiate and watch over measures affecting, or likely to affect, the practice of Architecture, and to procure such changes of, and amendments in the law relating to or affecting the practice of Architecture;

(f) To consider all questions, affecting the practice of architecture and to initiate and watch over measures affecting, or likely to affect, the practice of Architecture, and to procure such changes of, and amendments in the law relating to or affecting the practice of Architecture; (g) To hold conferences or meetings for the discussion of, and the exchange of news and matters affecting or relating to architecture, the reading of papers and the delivery of lectures, and hold congresses or exhibitions (either jointly with any other body or Institution or otherwise) for the exposition of any matters affecting or relating to the theory or practice of Architecture or any allied subject; and to award medals, certificates, prizes or diplomas in connection therewith; (h) To co-ordinate the activities of the building industry and of the Profession of Architecture, and too amalgamate or combine or act temporarily or otherwise, in conjunction with any other body or bodies, Institution or Institutions, having like or similar objects; (i) To purchase, lease, rent, hold and dispose of any land or property, and any building or hall and to erect any such building or buildings to be used as place of meeting for the members of the institute\, or as a college, school or reading room or library for the advancement of the object of the institute, and to provide accommodation for any meeting, conference, exhibition or congress, whether promoted wholly or partly by the Institute or which, in the opinion of the Council, may conduce to or assist in the carrying on with the objects of the Institute or tend to do so; (j) To form or acquire by purchase, donation, request or otherwise a library and collection of models, drawings, designs or other materials, and to maintain, extend and improve the same;

(k) To ascertain, formulate and notify the low and practice relating to Architecture to members and the public, and to compile, collect, collate, revise, print and publish statistics, professional records or periodicals relating to any of the objects of the Institute; (l) To issue appeals for funds in furtherance of the objects of the Institute, to accept any gift, endowment or bequest mode to the Institute, and to carry any trust attached to any such gift, endowment or bequest, and to borrow moneys, if required for the purpose of the Institute, provided such gifts, endowments, bequests or loans shall be accepted if they are not accompanied by conditions inconsistent or in conflict with the objects for which the Institute is established; (m) To ensure the advancement of the living standards of our people through their improved environment and to make the profession of ever increasing service to Society; (n) To constitute various classes of members including Honorary Fellows; (o) To do all such lawful things incidental or conducive to the attainment of the above objects or any of them;

BYELAWS The following shall be the Byelaws of the Institute, until and unless such times as the some shall be modified, altered or added in the manner hereafter prescribed. 1. INTERPRETATION: In these Bye-Laws unless there is something in the subject or context inconsistent therewith: THE INSTITUTE shall mean the Indian Institute of Architects. THE COUNClIL shall mean members elected from time to time, which include the President, Two Vice-Presidents, the Honorary Treasurer, and two or more Jt. Honorary Secretaries, being the office-bearers, and other members. This shall also include the Immediate Past-President. (ex officio member), and the Chairmen of the Chapters. . BYE-LAWS shall mean these Bye-Laws and such other Bye-laws as shall, for the time-being, be in force. MEMBERS OF THE INSTITUTE" means any person who has been admitted to the Membership of the Institute, whether a Fellow, Associate, Licentiate, or Hon. Member, all of whom may hereafter be referring to as Members. The Institute may also have attached to it Students and Subscribers who shall not be entitled to the privileges of Membership except as defined in the Bye-Laws. STATE OR UNION TERRITORY" shall mean a State or Union Territory within the Republic of India.

2. HEADQUARTERS: The Headquarters of the Institute shall be situated in Bombay. The Headquarters may be shifted to any other place as may be decided by threefourths majority of members voting by ballot. 3. REGISTRATION: Any person who at the time of the formation of this Institute is an Associate Member of the Bombay Architectural Association, and possesses the qualification which entitles him under the Constitution to become either a Fellow or on Associate of the Indian Institute of Architects shall be registered as such on signing the necessary declaration form. 4. CLASSES OF MEMBERS: (a) FELLOWS: Every candidate for election as a Fellow of the Institute shall have attained the age of thirty-six years and shall be elected if: He is an associate of the Institute and has been engaged as a Principal for at least seven successive years in the practice of architecture after qualifying as an associate. OR He has been a fellow of an Architectural Institution recognized by the council from time to time. OR He is an associate of the institute who has been engaged in a responsible capacity as the head of a Department of Architecture for a period of 7 years after qualifying as an Associate. OR He has been engaged in a professional activity in a responsible position for a period of at least 14 years , and has, in the opinion of the Council made a significant contribution in some capacity to the advancement of Architecture.

(b) ASSOCIATES: Every candidate for the election as an Associate shall be at least 21 years of age and shall be elected if: he has been an ordinary member of the Bombay Architectural Association at the time of formation of the Indian Institute of Architects. OR he has passed the examination of the Institute at least one year after passing the qualifying examination if any recognized by the Institute. OR he has passed the Government of Bombay Advanced Examination in Architecture between the years of 1909 and 1922. OR He has passed the examination of the Institute at least one year after qualifying from Institutions recognized by the Institute for exemption from the qualifying examination of the Institute. (c) LICENTIATES: A licentiate shall be at least 31 years of age, and shall have passed on examination recognized by the Council from time to time, and has been a Principal for at least seven years in the practice of architecture, at the time the Architects Registration Act '72 was passed by the Parliament. (d) HONORARY FELLOWS: The Council may from time to time elect as Honorary Fellow any distinguished person who has taken a special interest in Architecture, and who by means of either his position or his experience in matters relating to Architecture appears to the Council to be able to render assistance in promoting the objects of the Institute. This election is not subject to the acceptance of the General Body.

5. STUDENTS Students shall be persons studying architecture with a view to enter the profession of Architecture and shall be studying in an architectural institute approved by the council. 6. SUBSCRIBERS A subscriber shall be either a person who was a member of the Bombay Architectural Association at the time of adoption of the original Constitution of the Institute, now amended or a person who in the opinion of the Council is likely to render assistance in promoting the objects of the Institute. 7. RETIRED MEMBERS Any fellow, Associate or Licentiate who has reached the age of 55, and has retired from practice may, if he so desires subject to the approval of the Council, be transferred without election to the Class of "Retired Fellow", "Retired Associate", or "Retired licentiate", as the case may be, but in such case his Interest on, or claim against Property of the Institute shall cease. A "Retired Fellow", "Retired Associate", or "Retired licentiate" shall not engage in any vocation, which in the opinion of the Council is inconsistent with that of Architecture. Retired Members desirous of resuming Practice shall inform the Council and pay the active Members' subscription from that date onwards.

8. ELECTION OF MEMBBERS, STUDENTS AND SUBSCRIBERS (a) FELLOWS: Any person qualified under Byelaw 4(a) and desirous of becoming a Fellow, shall forward his application to the Council on the prescribed form, duly endorsed by three Fellows of the Institute, and accompanied by the form of, Declaration, the prescribed Entrance Fee, and the 'current year's Subscription, which amounts will be returned in case of non election.

(b) ASSOCIATES: Any person qualified under Byelaw 4(b) and desirous of becoming an Associate shall forward his application to the Council on the prescribed form, duly endorsed by one Fellow and two Associates of the Institute, and accompanied by the form of Declaration, the prescribed Entrance Fee and the current year's Subscription, which will be returned in case of non election. (c) LICENTIATES Any person qualified under Bye-Law 4 (c) desirous of becoming a Licentiate, shall forward his application to the Council on the prescribed form, duly endorsed by one Fellow and two Associates of the Institute, and accompanied by the form of Declaration, the prescribed Entrance Fee, and the current year's Subscription, which will be returned in case of non election. (d) STUDENTS Any person qualified under Bye- Law 5, and desirous of becoming a student member shall forward his application to Student Counselor of the Institute on the prescribed form, duly endorsed by two Members of the Institute and accompanied by the current year's Subscription, which will be returned in case of non-election. (e) SUBSCRIBERS Any person qualified under Bye-Law No.6 and desirous of becoming a Subscriber shall forward his application to the Council, duly endorsed by one Fellow and two Associates of the Institute, and accompanied by the prescribed Entrance Fee and the current year's Subscription, which amounts will be returned in case of non election.

9. DECLARATION TO ACCOMPANY APPLICATION Each application for Fellowship, Associate ship and Licentiateship shall be accompanied by the Declaration. That the applicant will be generally engaged in the profession of Architecture and will not engage in any other vocation or profession which will jeopardize or prejudice the architects professional standing, or interfere in the general practice of Architecture. That he will not accept trade or other discounts, or give of accept any illicit or surreptitious commissions or emoluments in connection with any work, the execution of which he may be engaged to superintend, or on which he may be employed under any person, or with any other professional business which may be entrusted to him. That he has read the constitution and Bye-laws of the Institute and will be governed and bound thereby, and will submit himself to every port thereof and to any alteration which may hereafter be made, until he ceases to be a member thereof. 10. ELECTION OF MEMBERS, STUDENTS AND SUBSCRIBERS The Council shall reserve the right to accept or reject any proposal for membership without assigning reason. No unsuccessful candidate for election as a member, or for transfer from one class to another, shall be proposed for election or transfer a second time within a period of twelve months thereafter.

11. ENTRANCE FEES AND SUBSCRIPTION FOR FELLOWS. Entrance fee of each fellow shall be rupees seven hundred fifty only and annual subscription rupees six hundred only as provided in bye laws. Associate member may pay sum of rupees three thousand only, as one time subscription. 12.ENTRANCE FEES AND SUBSCRIPTION FOR LICENTIATES AND SUBSCRIBER: Fee shall be rupees three hundred seventy five only and his annual subscription shall be rupees three hundred only, payable as provided in the bye laws. The licentiate members and subscribers may if they so desire pay a sum of rupees three thousand only, as one time subscription so that they may not pay annual subscription, till further amendment.

13.ENTRANCE FEE AND SUBSCRIPTION ASSOCIATES: Entrance fee of each associate shall be rupees three hundred and seventy five only. and his annual subscription rupees three hundred only payable as provided in the byelaws.
14.SUBSCRIPTION FOR STUDENTS: The annual subscription of each student shall be rupees thirty only A student member my pay a one time subscription of rupees one hundred fifty only. A proportionate reduction may be given to those who are already members of the institute based on the number of years till their graduation.

15. SUBSCRIPTION The annual subscription of all classes of members, students and subscribers shall be payable in advance and shall become due on 1st April, each year in view of change in official financial year. If a member shall permit a subscription to remain in arrears for a period exceeding two years, the council may suspend mailing journal, newsletters, etc., without prejudice to the right of council to remove any member after due notice. 16. LIABILITY A member shall be liable for the payment of his subscription until he has either ceased to be a member under bylaw 15, 19 and 20 or has signified his intention to resign, by notice in writing, delivered to the joint honorary secretary. 17. PRIVILEGES OF MEMBERS Every fellow, associate, Licentiate and Honorary Member, shall, when elected, be entitled to receive a certificate of membership of such form and design as the council may from time to time prescribe. Such certificate shall be the property of institute and in the event of termination of membership shall be returned to the council. 18. PRIVILEGES OF STUDENTS AND SUBSCRIBERS All students and the subscribers shall have the right to participate in all the privileges of the institute except that of being elected in the council or voting on any other matter. 19. ACTION TAKEN AGAINST MEMBERS If any member shall be expelled, suspended, censured, or any decision taken against him as aforesaid, the Chairman at the next general body meeting of the institute shall announce such expulsion against him.

20. FORMATION OF CHAPTERS AND CENTRES One hundred or more member of the institute residing or practicing in any state or union territory, and desirous of forming a chapter shall inform the president in the form of a letter signed by at least 30 members residing there, who subject to the provision in the constitution and the bylaws, shall forthwith authorize them to form a chapter. Each state or union territory shall have only one chapter. In case of less than 100 members, state or union territory is unable to form a chapter, it shall have option of forming a center. Each centre shall be attached to the chapter to which the city it belongs. Decision to form a chapter shall be decided by majority of members present, including postal voters. No members can be attached to mare than one chapter. The chapters and centers shall be governed by the chapter and center bylaws as approved by the council. When the membership of any chapter falls below sixty and that of its centre below 10 over a period of 2 yrs successively, the council may suspend or cancel the chapter or centre or merge it with adjoining chapter or centre. The council shall have the powers of convene meetings of the executive committee or of the general bodies of the chapters/ centers by giving a prior notice of 15 days.

21. COUNCIL All affairs of the institute shall be managed by the council, but shall be subject to the control by the general body of the institute. The council shall hold office for a period of 2 official years. Council shall consist of : President 2 Vice President Hon. treasurer 2 or more Joint Secretaries The immediate past President Chairman of 5 regional committees Chairman of all chapters The Hon. Editor of the Journal.

22. APPOINTMENT OF BOARDS AND COMMITTEES The council may from time to time appoint Boards for such purpose or purposes as the Council may deem necessary, and may also delegate any of its duties to the Boards and define their terms of reference The Chairman of such Boards shall be appointed by the Council from amongst the Council Members. The Boards may appoint Committees with approval of the Council PRESIDENT: The president shall be the fellow of the institute and shall not hold office for more than 2 consecutive terms. He shall have power to convene meetings of the council at any time when he considers it necessary. VICE PRESIDENT: Their shall be 2 Vice Presidents designated the senior V.P. and the junior V.P. respectively. The senior V.P. shall be nationally elected along with the President and the other council members. He shall be a fellow of institute, shall not hold office for more than 2 consecutive terms. The junior V.P. shall be one of the chapter chairman and shall be elected by a secret ballet by the council members from the nominations received from the various chapters at the first meeting of the council. He shall look after the activities of the various chapter and centres. He shall not hold office for more than 2 consecutive terms. HONORARY TREASURER: Honorary treasurer shall not hold office for more tha 2 consecutive terms and shall be responsible to the council. It shall be his responsibility to direct the collection of subscription and the preparation of accounts. It shall be his responsibility to receive all money payable to the institute. He shall keep particular account of all such receipts and payments and render a report to the council when required. He shall present annual account to the council before 15th of June in each year and accounts shall be duly signed and certified as corrected by the auditor.

JOINT HONORARY SECRETARIES: He shall not hold office for more than 2 consecutive terms. It shall be the responsibilities of the Jt. Honorary Secretaries under the direction of the Council, to conduct correspondence of the institute, to attend al the General Body and Special General Body Meetings of the Institute and the Council, to take minutes of the proceedings of such meetings. AUDITOR: The council of the institute shall appoint an Auditor for a term of two years, who shall have access, at all reasonable times, to the accounts and securities. He shall examine the securities and annual accounts before the latter are submitted to the First General Body Meeting, and shall report thereon to the Institute.

23. THE VACANCY IN THE COUNCIL: The council shall fill up by co- option any casual vacancy in the council which may occur during its terms as well as any vacancies left upon at the election. Any member so co-opted shal retire along with the council. 24. MEETINGS OF THE COUNCIL: The council shall meet at least once in two months, and eight days notice shall be given of such meeting by the Jt. Hon. Secretaries. The quorum of such meetings shall be six. If the required number of members is not present the meeting shall stand adjourned for 10 minutes and held as an adjourned meeting not requiring a quorum. Any member of the council who, except with the permission of the council, shall absent himself from three consecutive council meetings, shall Ipso-facto cease to be a member of the council, except if he is granted leave of absence, if so requested in writing. At any emergent meeting of the council called by the President the quorum shall also be six.

25. ELECTION OF THE COUNCIL: At the end of every 2 year term after the last general body meeting the member of the council shall retire from the office and every such retiring member shall be eligible for re election unless stated otherwise in the bylaws. Every member offering himself as the member of the council of eligible shall be nominated in writing by at least 2 members of the institute. No member shall be eligible for the office bearer unless he has previously served on the council for one full term of 2 years 26. GENERAL BODY MEETING: the council shall fix the dates for general body meetings and intimation containing dates of meetings shall be forwarded to every member. 27. VOTING AT MEETINGS: Every fellow, licentiate and associate shall have one vote. Two scrutinizers elected from amongst the members shall have the ballet and the decision shall be final. 28. PUBLICATIONS: Every paper map plan drawing model presented to the institute shall be the property of the institute unless there shall have been previous arrangement to the contrary and the council may reproduce or publish the same in any way and any time they think proper. 29. JOURNAL: Institute shall publish journal at least once in every 3 months. It shall be managed by editorial board appointed by the council for a term of 2 years. At the end of every year, that is before 31st March, the editorial board shall submit the report to the council with the statement of account.
