Motor Car Advances

General Condition for the grant of Advance :
No advance for the purchase of a motor-car shall be granted to a
Government Employee, in receipt of pay in pay band not
exceeding Rs. 19530/-.
No advance for the purchase of a motor-cycle, scooter, moped
shall be granted to a Government Employee, in receipt of pay in
pay band not exceeding Rs. 8560/-.
Combined income of husband and wife may be calculated
I.A.S. and class-I officer may be granted advance if the officer
exercise jurisdiction over one district or more
if the competent officer may satisfy that the employee has the
capacity to repay advances

If the competent authority certified that in his opinion it will
useful to the public service, if the govt. employee vehicle the
conveyance in question for the performance on his duties
No advance shall be granted to a govt. employee who has
already purchase the vehicle and paid for it unless it has been
purchased within the period of three months commencing from
the date on which an advance was applied for.
No advance shall be granted during the period of suspension.
If the advance has been sanctioned before suspension, he shall
not be permitted to drawn such advances.
No advance shall be granted to the govt. employee who
appoint on or after 01/04/1989 and having more than two child
Fresh advance shall not be sanctioned within a period of three
years from the date of previous advance was drawn.

Amount of Advances for motor car :



Rs. 2,50,000
Which ever is less
Cost of Motor Car


If the actual price of the vehicle paid by a Govt.
employee is less than the amount of advance, he shall
refund the balance to the govt.

Amount of Advances for motor cycle, scooter :



1. Rs. 30,000
2. Six basic pay Which ever is less

If the actual price of the vehicle paid by a Govt.
employee is less than the amount of advance, he shall
refund the balance to the govt.

Amount of Advances for moped:



1. Rs. 15,000
2. Cost of Moped Which ever is less


If the actual price of the vehicle paid by a Govt.
employee is less than the amount of advance, he shall
refund the balance to the govt.

Recovery of Advances :

The amount of advance shall be repaid in equal
monthly installment as he may elect but not more than
120 installment (Advance 80 installment, Interest
40 installment )
The Government employee shall have an option to
repay more than one instalment in a month.
The recovery of advance shall commence with the first
issue of pay.
A govt. employee shall not sell the vehicle so long as
the Advance and interest thereon is not completely
repaid except with the permission of a competent
authority.

Drawal of Advance
A Govt. employee to whom an advance for the
purchase of motor car is sanctioned, complete
its Purchase and pays for it within one month
from the date on which he draws the advance
The period of one month prescribed above
may in exceptional cases, be extended by a
competent officer to two month.

Agreement and Mortgage Bond :
The Govt. employee shall on the date on which he draws the advances
execute an agreement in G.F.R. form NO. 9 (As per G.R. dated 31/03/2000
by Finance Department )
The same shall be submitted to audit officer at the time of audit by
competent Authority
When the govt. employee has completed the purchase of vehicle he shall
execute a mortgage bond in G.F.R form no.12 (As per G.R. dated
31/03/2000 by Finance Department ) hypothecating the vehicle to the
Governor as security for the advance.
After the Govt. employee has fully repaid the advance together with
interest the competent authority shall return the mortgage bond duly
cancelled, to him after obtain the N.O.C. from the Audit Officer (here D.P.P.F.
who maintain the accounts ) .
A govt. employee shall insure comprehensively vehicle purchase with
advances obtain from the govt.

An advances under the rules in this section shall not be granted to
a govt. employee more than once in a financial year even if the
festival he may elect for the advance falls twice in a year.
No advance shall be granted to employee under suspension.
The amount of advance is Rs. 2000/-
The disbursing officer shall draw the amount before the date on
which the festival falls, but such amount shall not disbursed more
than 14 day before such date.
The amount of advance shall be recovered in ten monthly
installment
The head of office responsible to maintain the accounts of festival
advance in prescribed register.

Condition of eligibility :
Food-grain Advance
Head of Office may sanction Food-grain Advance to
class IV employee
An advances under the rules in this section shall not be
granted to a govt. employee more than once in a
financial year.
No advance shall be granted to employee under
suspension.
The amount of advance is Rs. 5000/-
The amount of advance shall be recovered in ten
monthly installment
The head of office responsible to maintain the accounts
of Food-grain Advance in prescribed register.

Advances in connection with tours
Power of sanction :
Head of Office may sanction this advance
An advance to a head of office may be sanctioned by his controlling officer.
Advance sanction to the govt. Employee who is required to proceed on tour and
to cover his personal travelling expenses for a period not exceeding 30 days as
well as his expenses arising out of the tour.
A second advance under the rules in this section shall not be made to a
Government employee until he has rendered the accounts of the first advance.
When the amount of advance remains unadjusted with the employee , the
employee shall not granted any travelling allowance or advance.
The amount of an advance shall be adjusted immediately
on the completion of the tour or by the 31
st
march
whichever is earlier. But the advance drawn in the month of
march, the advance may adjusted on completion of the tour
or by 30
th
April whichever is earlier.

LTC (Leave Travel Concession) Advance
Power of sanction :
Controlling officer for travelling allowance purpose may sanction advances to
Govt. employee to enable them to avail of the LTC.
Officer who are their own controlling officer for the travelling allowance
purpose sanction such advances to themselves
Amount of Advance :
The amount of advance shall be 80 % of the estimated amount which govt.
employee have to reimburse in respect of the cost of LTC or home town
The advance may be drawn for both the forward and return journey provided
that leave not taken exceed 90 days.

When the period of leave exceeds 90 days, the advance can be drawn
for forward journey only.
The amount of advance shall be sanction 60 days advance for journey
performed by railway and 30 days advance for journey performed by
bus
The travelling allowance claim in adjustment of the advance
drawn should be prepared within one month of the
completion of the return journey.
