DISASTER SITUATIONER
IN THE PHILIPPINES

www.redcross.org.ph
is a phenomenon that poses
threat to the people, structure
or economic assets and which
may cause a disaster. It could
be natural or human-induced
www.redcross.org.ph
 Natural Hazards

About 1 million families suffered

from food scarcity in the
highlands of Mindanao.

www.redcross.org.ph
www.redcross.org.ph
Human Induced Hazards

www.redcross.org.ph
www.redcross.org.ph
A serious disruption in the functioning of a
society, causing widespread human, material
or environmental losses which exceeds the
ability of the affected society to cope within
its own resources…

When is there a
presence of Disaster
Risk?
Disaster Risk

Hazard + Vulnerability =
Capacity

www.redcross.org.ph
www.redcross.org.ph
Why do people live in
conditions of vulnerability?
• Ignorance of the
vulnerability or limited
perception of risk;
• Limited interest,
authority, ability to
change it;
• Poor ineffectual
leadership to alter
conditions, and
• Few alternate options.

DISASTER MANAGEMENT

Refers to the range of activities

designed to maintain control over
disaster end emergency situations,
and to provide a framework for
communities to avoid, cope or recover
from the impact of disasters
www.redcross.org.ph
www.redcross.org.ph
OBJECTIVES OF
DISASTER MANAGEMENT

to reduce or avoid the human, physical and

economic losses suffered by individuals, by
the society & by the country at large

to reduce personal suffering

to speed up rapid and durable recovery

www.redcross.org.ph
DISASTER MANAGEMENT IS NOT…
1. A national government nor a local government
problem
2. An academician’s problem nor a politician’s
problem
3. A citizen’s problem nor a destiny problem

DISASTER MANAGEMENT IS …
1. A national issue for the Philippines . . . for every
country of the world
2. The responsibility of all the active agents of
society
3. A concern of each community member

Reducing
Disaster Risk

www.redcross.org.ph
www.redcross.org.ph
There are several aspects to
disaster risk reduction

Disaster prevention – Action taken to

eliminate or avoid harmful natural
phenomenon and their effects. It covers
those measures which are aimed at
impeding the occurrence of disaster event
and/or preventing such an occurrence
having harmful effects on communities.
Ex: cloud seeding to control drought, pest
control to control locusts swarms

There are several aspects to
disaster risk reduction

Disaster mitigation – Structural and

non-structural measures undertaken to
limit the adverse impact of natural
hazards; for example, planting
mangroves to reduce the risk posed by
tidal surges or raising awareness of
natural hazards through school-based
education projects

Disaster preparedness – Measures

that enables the community to deal
with the threat when it occurs. Such
measures are usually aimed at
minimizing loss of life, disruption of
critical services, and damage

disaster risk reduction

Recovery – Decisions and actions

taken after a disaster with a view to
restoring or improving the pre-
disaster living conditions of the
affected community, while facilitating
necessary adjustments to reduce
disaster risk

Ex: support to livelihoods – Projects that

strengthen or diversify livelihoods that
enable individuals or households to develop
