On January 2, 1991, the Bureau of Jail
Management and Penology was created
thru Republic Act 6975 as a line Bureau
under the Department of Interior and Local
Government. The Jail Bureau is the
upgraded version of its forerunner, the
Office of Jail Management and Penology of
the defunct PC/INP last headed by BRIG
GEN Arsenio E. Concepcion.


As mandated by law, the BJMP shall
operate under the
reorganized Department
of the Interior and Local Government.


Starting from scratch with 500 personnel in
1991 the BJMP weaned from its mother
PC/INP as a mere component, to become a
full-fledge bureau. Director Charles S.
Mondejar took his oath of office on July 1,
1991 as the first Chief of the Bureau.

The Bureau
of Jail Management and Penology
supervises and controls all district, city and
municipal jails.

Prominent figures later succeeded Director Mondejar after
retirement, J/SR SUPT BASILIO G CAEL (Oct. 31, 1995
to Jan. 2, 1996); J/C SUPT SILAS V LAURIO (Jan. 2,
1996 to July 13, 1997); J/SR SUPT JOSUE G ENGANO
(July 14, 1997 to June 30, 1998), P/M GEN AQUILINO
G JACOB JR (July 8, 1998 to March 30, 2001). On
March 30, 2001, CSUPT ARTURO W ALIT, CESO IV
took his oath of office as Officer-in-Charge and was given
his directorship rank on December 14, 2003 to May 9,
2006 as Chief of the Bureau.
After ALIT, CSUPT ANTONIO CABIL CRUZ was
appointed as Officer-in-Charge on May 9, 2006
to Dec 5, 2006. CSUPT CLARITO GUIRHEM
JOVER, Ph.D. (CESO V) was later appointed
OIC on December 18, 2006 to February 20,
2007. DIRECTOR ARMANDO M LLAMASARES,
DPA, served the bureau as the Chief on
February 21, 2007 until his retirement on March
05, 2008. DIRECTOR ROSENDO MORO DIAL,
CESO III retired.

At present, DIRECTOR DIONY DACANAY
MAMARIL, CES(E) serves as the Jail
Bureau's Officer-In-Charge.

The Bureau aims to enhance public safety
by providing humane safekeeping and
development of inmates in all district, city
and municipal jails.

The BJMP envisions itself as a dynamic
institution highly regarded for its sustained
humane safekeeping and development of
inmates.

The Bureau of Jail Management and Penology (BJMP) was created on
January 2, 1991 pursuant to Republic Act 6975, replacing its forerunner, the
Office of Jail Management and Penology of the defunct Philippine
Constabulary/Integrated National Police. The BJMP has jurisdiction over all
district, city and municipal jails. It is a line bureau of the Department of the
Interior and Local Government (DILG). As such, it shall ensure the
establishment of secured, clean, adequately equipped and sanitary facilities
provision of quality services for the custody, safekeeping and development
of district, city and municipal inmates, any fugitive from justice, or person
detained, awaiting or undergoing investigation or trial/or transfer to the
National Penitentiary, and/or violent mentally ill person who endangers
his/herself or the safety of others as certified by the proper medical or health
officer, pending transfer to a mental institution.
Pursuant to Republic Act No. 9263 also known as The Bureau of Fire
Protection and Bureau of Jail Management and Penology
Professionalization Act of 2004 the BJMP is envisioned to institutionalize a
highly efficient and competent jail service.

OBJECTIVES
a. To improve the living conditions of inmates in
accordance with the accepted standards set by
the United Nations
b. To enhance the safekeeping and development
of inmates in preparation for their eventual
reintegration into the mainstream of society
upon their release
c. To professionalize jail services

FUNCTIONS
In line with its mission, the Jail Bureau endeavors to perform
the following functions:
a. Formulate policies and guidelines in the
administration of all district, city and
municipal jails nationwide;
b. Implement strong security measures for the
control of inmates;
c. Provide for the basic needs of inmates;
d. Conduct activities for the development of
inmates;
e. Improve jail facilities; and
f. Promote the general welfare and development
of personnel

No person shall be appointed as uniformed
personnel of the BJMP unless he/she
possesses the following minimum
qualifications:

A Citizen of the Republic of the Philippines;
A Person of good moral character;
Must have passed the neuro-psychiatric
evaluation, medical examination and drug test for
the purpose of determining his/her physical and
mental health;
Must possess a baccalaureate degree from a
recognized institution of learning;

Must possess the appropriate civil service
eligibility;
Must not have been dishonorably discharged
of dismissal for cause from previous
employment;
Must not have been convicted by final
judgment of an offense or crime involving
moral turpitude;
Must not be less than twenty-one (21) nor
more than thirty (30) years of age. Provided,
that a waiver for age requirement shall be
automatically granted to applicants belonging
to the cultural communities;


Must be at least one meter and sixty-two
centimeters (1.62m) in height for male, and one
meter and fifty-seven centimeters (1.57m) for
female: provided that a waiver for height
requirement shall be granted to applicants
belonging to the cultural communities; and
Must weigh not more or less than five
kilograms (5kgs) from the standard weight
corresponding to his/her height, age and sex.

Very Slow Promotion

Presently, the Jail Bureau continues to attain its goals in
providing jail services. With each day that passes by, its
vision is achieved. Safekeeping of all inmates becomes
the priority of every jail officer above all things. However,
with the current problems occurring in the Jail Bureau,
services are being affected. Nevertheless, it will endure
and continue in doing its job which is the safekeeping off
our brothers behind bars.
Lack of Manpower
Increase the number of nationwide/regional quota
for each year.
Lack of Equipment (ex: firearms, handcuffs, etc)
Increase the budget for the procurement of
equipment.
Lack of Facilities (prisoners van, building)
Increase the budget.
Coordinate with other government agencies.
Very Slow Promotion
On time implementation of promotion to all
personnel especially those who are due for
promotion.
