Agile Performance Measurement

Whitepaper
Motivation
Increasing adoption of Agile SDLC throughout OIT
Agile projects demand a different framework for
Governance and Oversight in order to leverage the
flexibility and collaborative advantages that Agile
provides
Agile projects have unique metrics and reporting
approaches that can be better leveraged during the
PDs oversight
Need to implement Agile Performance Measures and
Reporting in order to support management and
oversight of these unique Agile projects within PMAS
framework
Objective
Develop strategic recommendations for an
Agile performance measurement approach for
PD in managing the performance of Agile
projects and programs within PMAS
Relevant to PP&O and PD. What does the
document do/value: Understand and
implement Performance Metrics; removing
impediments

Scope
Assess progress and key challenges of
incremental-based Governance and Oversight
promoted by PMAS
Articulate solutions to address barriers for
further adoption of Agile Performance
Measurement
Offer a framework to help integrate Agile
Performance Measure practices within the
PMAS standards

Key Issues of Governance &
Oversight
Assessing and measuring projects value delivery
Balancing demand with capacity
Effective allocation of monetary and human resources
Predicting and managing risks
Monitoring and re-balancing project and program investments
Assessing proper estimation of Total Cost of Ownership
Overseeing Product Integration and Release
Coordinating product/program inter-dependencies
Performance Metrics can include:
cost, schedule, scope of PMAS increments and
projects using Agile-supporting performance
measures
measuring business value delivery
predicting project risk
measuring quality of product being delivered
measuring the effectiveness of one Agile project
against another

Business value delivery
Key Questions to Explore
Can we leverage Agile metrics to better assess PMAS metrics?
i.e.
use of velocity to predict risk (Red Flag or Yellow Flag)
use of Technical Debt to assess quality risk or sustainment risk
Can Agile metrics to better assess and estimate schedule and
cost variances during milestone and at MS Reviews?
Estimate Time to Completion based on velocity?
Use of Feature Velocity metrics to quantify and measure
estimated business value delivery?
Can business value delivery lead to better prioritization and
resource allocation?
