MACPS AN OVERVIEW
1. MACP stands for Modified Assured Carrier
Progression Scheme
2. Scheme effective from 01-09-08
3. Old ACP Rules applicable up to 31-08-08
4. Revised option under Rule 5 of RPR 2008.
5. 3 financial up gradations on completion of 10,20
& 30 years of regular service
6. Service rendered on contract /ad-hoc basis
before regular appointment is not counted
7. Past services in State Govt/Statutory
Body/A.B./PSU etc before appointment in
Central Govt. is not counted

MACP AN OVERVIEW
8. Financial up gradation will be to next higher grade pay
and not to the post of promotional hierarchical post
9. A G/S who completes 10 years of service in a particular
grade will qualify for grant of MACP
10. Promotion benefits is only 3% of Pay + GP
11. On regular promotion to the same GP (as granted for
MACP) : No fixation
12. If regular promotion to higher GP than MACP grade, then
difference of GP only allowed.
13. No stepping up of pay of senior is allowed
14. If Sr. got ACP before 1.1.2006 and Jr. Got after 1.1.2006
and drawing more pay than Sr. Stepping of pay is allowed

15. G/S on Deputation can also enjoy the benefits without
reversion

Secretary
Note: 2. Chairperson should be a grade above members
Norte 3: Recommendation should be placed before Secretary/Heads of
Organization/Competent Authority.
Note 4: Time Schedule January & July every year to decide the cases
maturing from April to Sept. and Oct. to March respectively.
Note 5: First screening committee should be constituted within 18th June
2009.
Note:6 As the financial up gradation uniformally applicable to all employees,
it is not mandatory to associate SC/ST members in the panel
(Para 4 to 6 & Para 19)

then past regular service & promotions earned

counted for regular service for MACP

Pay Band under the Revised Pay Rules

Example: ACP scale held on 31-12-05
Problem:
An UDC drawing Rs. 5700/- (in the scale of 4000-100-6000) got an
ACP on 25-6-05 to the post of Head Clerk 4500-125-7000. Normal
Revised pay band is : PB-1: 5200-20200 + GP 2800. But the post of
Head clerk is upgraded to 6500-10,500 and equivalent Pay Band is
PB 2: 9300-34800+ GP 4200. Fix his pay on 25-06-05 & 1.1.06
Solution:
1. Pay on 25-06-05 : 5700 ( as UDC)
2. Pay on ACP to the post of Head Clerk: 5875(Scale: 4500-125-7000)
3. Pay on 1.1.06 on 5875=10,930 + 4200

Example: Regular Service
Problem:
Mr. B served in the Maharashtra State Government as
Assistant for 3 years before joining in the Ministry of
Health on 22-09-1998. Both the posts are identical.
Health Ministry issued Orders counting his past services
for pension and other purposes. State when will he
gets MACP
Solution:
His regular service will count only from 22-09-98 and he
completes 10 years of regular service only on 22.9.08.
He is eligible to get MACP from this date.

Problem:
Mr.M. appointed as UDC in the Ministry of Labour on 01-08-1987. He was
on EOL without Medical Certificate for one year & three months. He was
under suspension for 2 years and 5 months from
1-3-2000 & on deputation for one year in the Min. of Commerce. He got
first ACP on 9.8.99 but no regular promotion so far. Grant him MACP on
due date

1. His total service as on 01/9/2008 : 21 years & 1 month
2. Non-qualifying period: 2 years and 5 months (Suspension)
3. Net Service on 01-09-08 : 18 years & 8 months
4. Second MACP on 01-01-2010 (Completes 20 years of service
excluding period of suspension)

Extension of probation
Problem.
Mr. M appointed as Stenographer on 23-05-1987 with
the condition that he would be on probation for 2 years
and should be qualify the stenography test within six
months. As he did not qualify in the test, the probation
was extended initially for six months and further
extended for another six months. The administration
excludes the period of one year extension of probation
for counting his regular service.
Solution:
The extension of probation period should be counted as
regular service. Therefore his regular service starts
from 23-05-87.

years, allow benefit of 3% on each stage

3. On regular promotion
a) If regular promotion is to the same GP as granted earlier
under MACP then no pay fixation
b) If regular promotion is to the post of higher GP then
allow difference of GP only; not to add 3%

Problem:
Mr. A appointed on 14-10-98 in the post of UDC (scale 4000-100-6000).
He was drawing Rs. 4600/- pm on 01.01.06 & pay was fixed at
8560 + 2400 in the Pay Band 5200-20,200 + GP 2400. Grand him
financial up gradation on due date and fix his pay:
1) When he did not exercise the option &
2) When he exercised option
Solution: (without Option)
1. DOA: 14-10-98
2. Completion of 10 years of service 14-10-08
3. MACP Pay band: 5200-20,200 + GP 2800
4. Pay on 14-10-08: 9580+2400=11980x3%=
5. 360 + 9580=9940+2800=12740
6. DNI: 01-07-2009 : (12740)3% = 390 +9940 = 10330+2800=13130

Two MACP on same date

Problem:
One employee appointed in September 1988 as LDC & not granted
any ACP under old scheme. It is decided to grant 2 MACP on due
dates and fix the pay: His pay on 1.1.06 fixed at 8100 + 1900 in the
Pay Band of 5200-20200 + GP 1900. Assume he draw increments on
due dates.
Solution:
1. DOA : Sept. 1988
2. Completion of 20 years: September 2008
3. He is entitled to two MACP
4. His pay should be fixed first in the GP 2000 and then in 2400
5. Fixation on September 2008:
6. Pay as on 09/08: 9030 + 1900
7. First fixation in GP 2000:
3%(9030+1900)= 330 + 9030 +2000=11,360
8. Second fixation as in 09/08:
11360x3% = 340 + 9360 + 9700+2400



Increment:
1.7.06 : 300
1.7.07 : 310
1.7.08 : 320

Regular Promotion to same GP
Problem:
G/S was drawing pay at 9300 + GP 2400 in PB 1: 5200-
20200 + GP on 1.1.06. He has been granted first MSAP
on 1.9.08 and regular promotion to the same grade
which is his promotional hierarchy on 1.5.2009. Fix the
pay
Solution:
Pay on 1.1.06 : 9300 + 2400
Pay on 1.9.08: 10410 +2400
Pay on granting MACP:
(10410+2400)3%=390+10410=10800+2800

Regular Promotion to a higher GP
Problem:
G/S was drawing pay at 9300 + GP 2400 in PB 1: 5200-
20200 on 1.1.06. He has been granted first MACP on
1.9.08. and regular promotion to the grade 4200 on
1.5.2009. Fix the pay
Solution:
Pay on 1.1.06 : 9300 + 2400
Pay on 1.9.08: 10410 +2400
Pay on granting MACP:
(10410+2400)3%=390+10410=10800+2800
Pay on regular Promotion on 1.5.09: 10800 + 4200

All Non-organized Group A officers(upto
HAG Scale Order dated 24.12.10) who
could not get ACP benefits will now get 3
MACP benefits.
Pay Fixation should be given in the
hierarchy of next higher grade pay
3% of pay + gp should be given on each
stage.

Example: Pay Fixation (Group A)
Problem:
A Group A officer appointed in the scale of 8000-13500 got one
promotion in the scale of 10000-325-15200 before 1.1.06. The
revised pay is 15600-39100+6600. Pay is fixed on 1.1.06 at
25,860+6600. He completed 30 years on 01.09.2008. He did not
earn increment on 1-7-07. Allow MACP and fix his pay. His next
higher GPs are 7600 & 8700
Solution:
Pay on 01.01.06 : 25,860 + 6600
Pay on 01-07-06 : 26,840 + 6600
Pay on 01.07.07 : 26,840 + 6600 (No increment)
Pay on 01-7-08 : 27,850 + 6600
Pay on 01-9-08 : 28,890 + 7600 (I)
Pay on 01-9-08 : 37400 + 8700 (II)

Pay Fixation, an Example
Problem:
The pay of an officer was 22050 + GP 5400 on 30.09.08 in
PB 2: 9300-34800 with GP 5400. MACP is granted to him from
1.10.08. Fix his pay:

Solution:
MACP can be given to PB 3: 15600-39100 + GP 5400 (Group A
Entry). Pay shall be fixed as below:
Pay as on 30.09.08 : 22050 + 5400=27450
Pay on 1.10.08 under MACP: 3% on 27450=830
Pay therefore will be 830 + 22050=22880 + 5400

If a G/S after getting promotions/ACP
seeks unilateral transfer to a lower post,
then he will have to complete 20/30 years
from such date for further up gradation

REFUSAL OF PROMOTION & MACP
If MACP is granted and subsequently refuse
the regular promotion, MACP allowed
earlier is not to be withdrawn.
However he will not be eligible for further
financial up gradation till he agrees for
promotion again and the second & third
up gradation shall also be deferred to the
extend of period of debarment due to
refusal to promotion.

Sr. then the pay of Sr. must be stepped up.
Conditions:
1. Both Sr. & Jr. belong to same cadre & post in which
they have been upgraded
2. Pay drawn prior and after 1.1.2006 should be identical
3. Sr. should have drawn more or equal pay than the
junior before receiving ACP
