ICLL 66
Applicability :-
Applies to all commercial ships longer than 24m except :-
Ships of war
Certain existing vessels
Less than 150GTs and built before entry into force
Fishing Vessels

Unlike SOLAS, ICLL does not distinguish between
passenger ships and cargo ships

ICLL determines the freeboard of ship
by subdivisions and is concerned with
watertight and weathertight integrity.

New Ship: Keel laid after 20.07.1968.
Existing Ship : every ship other than New Ships
Length : 0.96 x LWL 0.85D or LPP(WL0.85D)
whichever is greater

Freeboard Deck
The freeboard deck is normally the uppermost complete deck exposed to
weather and sea, which has permanent means of closing all openings in
the weather part thereof, and below which all openings in the sides of the
ship are fitted with permanent means of watertight closing.

Freeboard
The freeboard on commercial vessels is measured between the
uppermost continuous deck and the waterline.
The freeboard assigned is the distance measured vertically
downwards amidships from the upper edge of the deck line to the
upper edge of the related load line.

Types of Ships (Reg. 27)
Type A: ship is one which :-
(a) is designed to carry only liquid cargoes in bulk;
(b) High watertight integrity of the exposed freeboard deck as cargo
tanks have small access openings closed by watertight and gasketed
covers of steel or equivalent material, and;
(c) has a low permeability of loaded cargo compartments
e.g. Tankers, Chemical Carriers, LPG and LNG Carriers

Type B: All ships that do not fall under the provisions for Type A
vessels. Type B ships have comparatively large hatchways which
can only be made weathertight.

Type B-60 and B-100 : Type B ships with reduced freeboard if they exceed
100m in length, are fitted with steel hatch covers and has sufficient
subdivision to meet certain damage stability requirements.
e.g. Bulk Carriers (generally Type B-60)

The design and construction requirements, apart from determining the
freeboard assignment, which must be met before the L/L certificate can be
issued are known as Conditions of Assignment.
Information to be supplied to the master
Strength of Ships
Doors, Position of Hatchways, Doors and Ventilators
Hatchway and Hatchway Coamings
Ventilators, Air Pipes, Scuppers, Inlets, Discharges
Spurling Pipes, Cable Locker, Window
Freeing Ports
Protection of Crew

Weathertight : water will not penetrate into the ship in any sea conditions.
Watertight : means capable of preventing the passage of water through the
structure in either direction with a proper margin of resistance under the
pressure due to the maximum head of water which might have to sustain.

Doors(Reg.12)
Access openings in BHD at ends of
enclosed superstructures should be
fitted with doors of steel or other
equivalent material.
Suitably framed, stiffened and fitted so
that whole structure has equivalent
strength as the unpierced BHD.
Securing should be by means of
gaskets; clamps and shall be
permanently attached to the BHD or
the doors.
Doors should be able to be operated
from both sides of the BHD.
Doors shall open outwards to provide
additional security against impact of
sea.

Position of Hatchways, Doorways and Ventilators(Reg. 13)
Two position of Hatchways, Doorways and Ventilators are defined for assessing
openings on/above the Freeboard Deck.

Position 1 : a position exposed to weather and sea on
a) The freeboard deck or a raised quarter deck.
b) a superstructure deck or trunk deck forward of a point 0.25L from the FP.
c) a trunk deck that is less than standard height above the freeboard deck.

Position 2 : a position exposed to weather and sea on
a) a superstructure deck or trunk deck aft of a point 0.25L from the FP.
b) a trunk whose height is equal to or greater than standard height above the
freeboard deck and aft of a point 0.25L from the FP.

Note :- These positions determine the exposed position 1 areas of deck and
those areas which are considered less exposed (position 2).

Machinery Space Openings, Miscellaneous Openings
Machinery space openings shall have doors with sill heights of 600mm in position
1 and 380mm in position 2.
Double doors are required for exposed machinery casings on vessels with
reduced freeboard. The inner door sill height to be 230mm and outer door sill
height to be 600mm.
Only doorways giving access to companionways leading below need to be fitted
with doors complying with Reg. 12.

Cargo Ports
Cargo ports or other similar openings in the sides of the vessel below the
freeboard deck are to be fitted with doors to ensure watertightness.
These doors should open outwards unless approved.
Submerged Cargo Ports should have second door of equivalent strength and
watertightness with leakage detection device between the doors.

Coamings of hatchways to be of substantial construction and height above deck
shall be :-
a) 600mm if in position 1
b) 450mm if in position 2

Protection of the Crew(Reg. 25)
Protection on deck for crew safety.
Efficient Guard Rails or bulwarks to be fitted to all exposed parts of the freeboard
and superstructure decks.
Chain rails should have same distances between them as fixed stanchions.
Chain rules shall be capable of tightening by turnbuckles or pelican hook.
