FERTILIZER AND PESTICIDE

AUTHORITY

Pursuant to Section 1 of P.D. 1144, the Fertilizer and
PesticideAuthority (FPA) has the following mandate:

To assure the people of adequate
supply of quality fertilizer and pesticide
(F/P) at reasonable prices, rationalize
their production and marketing, and
educate the public on the safe and
judicious use of these inputs.
Improved quality of life for all
Filipinos through increased farm
productivity and food production
using the necessary agricultural
inputs that do not endanger
human health and environment on
a sustainable basis.
To encourage safe and judicious utilization of
Fertilizer and Pesticide (F/P).
To enforce the FPA rules and regulations in the
production, importation, exportation,
marketing, distribution and storage of F/P.
To rationalize the production, marketing and
distribution of F/P.
To educate and train the handlers, users and
the general public on safe and judicious use of
F/P.
To establish and implement the national F/P
residue control measures.

selling of fertilizer and pesticide products
Mango Contractors for safe and judicious use of
pesticide and restrictions in the use of potassium
nitrate and other nitrates as mango flower inducers ( a
PNP regulated chemical that can also be used for
explosives)

Legal Basis
Pursuant to Section 9 of PD 1144 and
Article II, Sec. 1 of FPA Rules and
Regulations No. 1, Series of 1977, all
pesticides intended for commercial use
in the Philippines shall be registered
with the Fertilizer and Pesticide
Authority.

REGULATORY MANDATES ON PESTICIDE
To promulgate rules and regulations for the
registration and licensing of handlers of pesticide
and other agricultural chemicals.
To restrict or ban the use of any pesticide or the
formulation of certain pesticide upon evidence of
its imminent hazard, has caused and is causing
widespread serious damage to crops, fish, and
livestock or to the public health and the
environment.



To determine scientific uses or manner of uses
for each pesticide.

To enter and inspect farmers field to ensure that
the recommended pesticide are used in specific
crops in accordance with good agricultural
practice (GAP).
To establish and enforce tolerance levels and GAP
for pesticide use in raw agricultural
commodities.

PESTICIDE REGISTRATION
SYSTEM
To ensure that pesticide products meet the
prescribed standards before they are imported,
manufactured, formulated, distributed, sold and
used in the Philippines.
Products for registration shall be tested for
efficacy under local conditions following
standard protocols .
Only FPA accredited researchers may conduct
field tests and experiments.


Bio efficacy data provides a mechanism to
ensure that the pesticide product will perform
against the intended pests as indicated in the label.

Toxicology data data from this study as well as
results from skin, eye and dermal sensitization
studies are used to identify relative acute toxicity
for classification and label precautionary
statements.



Human safety workers exposure studies is
required for new products with strong
toxicological concern. Workers exposure and
safety are generally arrived at by observation and
judgment and monitoring or calculation.

Environmental effects information required to
assess hazards to non-target organisms derived
from tests to determine pesticidal effects on birds,
mammals, fish, aquatic invertebrates and plants.



Environmental fate and transport
data generated are used to assess
a) toxicity to man through exposure to pesticide
residues remaining on crops after application
b) presence of widely distributed and persistent
pesticide in the environment
c) potential exposure of other non-target organisms
like fish and wildlife.

the general public to pesticide residues in food.

For registration purposes, FPA may allow
applicants to submit residue data generated
from other countries with similar agro-
climatic conditions and use patters
following FAO Guidelines on Supervised
Pesticide Residue Field Test
SEC. 2. PD 1144 IRR
Any person may file an application for registration of a pesticide, which must be
in the prescribed form addressed to the Authority and under oath, containing
complete and detailed information required, which shall include:
The proposed trade name of the pesticide and other agricultural
chemicals;
A statement of the composition, including all ingredients; and the
chemical identities of its active ingredients, including their stability in
storage;
Adequate toxicological data (i.e. oral, dermal and inhalation) concerning
the active ingredients;
Instructions for use, precautionary measures, first aid, claims and other
statements, which are proposed for the labeling;
Reports of official or other accredited experimental stations on
biological tests concerning the efficiency and safety of the pesticide,
particularly under Philippine conditions;
Methods of analysis of the formulated compound;
Methods for determination of its residues; and
Such samples or information relative to the efficiency or safety of the
pesticide as may be required by the Authority.
SEC. 2. PD 1144 IRR
b.) The methods, facilities and controls used
in and for the manufacture, processing,
packing and storage of such pesticide are
adequate to preserve its identity, strength,
quality and purity.
SEC. 4. PD 1144 IRR
The Authority shall, after such notice and hearing as
may be deemed necessary by the Authority or
requested by the applicant, cause the registration
of the pesticide subject of the application and the
issuance to the applicant of a certificate thereof, it
is adequately shown that:
a.) Adequate tests by all methods reasonably
applicable have shown that such pesticide is
effective and safe for use under the conditions
prescribed, recommended, or suggested in the
proposed label thereof; and

the safety and efficacy of the products;
Estimation of maximum residue levels on which
the legal limits are based

Adequate data from properly conducted trials involving agricultural plants
or farm animals intended for the production of food are needed to
establish the parameters of :
GOOD AGRICULTURAL PRACTICES
in the use of pesticides

Labeling Requirements
FPA Pesticide Rules and Regulations No. 1 s.
1977 requires that every pesticide
container offered for sale, distribution,
storage and use shall bear a label printed,
stenciled, marked, imposed or embossed on
or attached to it.



The pesticide industry and end-users are
enjoined to adopt and implement a cradle-to-
grave approach to pesticide management
that include training of handlers and the
public on the safe and judicious use of
pesticides and the dissemination of
information materials through publications
and mass media.
