Adoption of ACI 318-11
ACI 318-11 adopted into the 2012 IBC sight-
unseen
Understanding was that it would be removed by
errata if it did not come out in print by a certain date

Rules for deformed bar types are updated. Grade
80 deformed bars per ASTM A615 and A706 are
allowed for non-seismic applications. Zinc and
epoxy dual-coated reinforcing bars per ASTM
A1055 are now recognized.

New test methods for sulfate resistance are
included. ASTM D516 and D4130 are identified as
tests for sulfate ions in water, brackish water, or
seawater, and ASTM C1580 is identified as a test
for water-soluble sulfate in soil.

Test records for determining standard deviation for
a mixture design may now be up to 24 months old.
Also, testing agencies performing acceptance
testing of concrete are now required to comply with
ASTM C1077.

ties, design and detailing of temperature and
shrinkage reinforcement for post-tensioned slabs,

conform to ASCE 7-10.

Reinforcement detailing requirements for seismic
applications have been enhanced. These
enhancements include rules for detailing of
horizontal bars at special boundary elements of
special shear walls, and confinement of beam
flexural hinge regions.

Door and window openings in shear walls often lead
to narrow vertical wall segments, many of which
have been defined as wall piers in the IBC and in
the UBC before it. Wall pier provisions are now
included in ACI 318-11. The dimensions defining
wall piers are given. Detailing is prescribed, which
would result in flexural failure preceding shear
failure in wall piers.

Design requirements for adhesive anchors are now
included.
Failure modes and corresponding nominal strengths
are defined, as are requirements for testing and
evaluation of adhesive anchors for use in cracked
concrete or subject to sustained loads.

The new provisions also include criteria for
overhead adhesive anchors, seismic requirements
for anchoring to concrete, installation and inspection
of adhesive anchors, and certification of adhesive

Questions and comments will be reviewed, and the
FAQ section will be periodically updated with
answers to commonly asked questions.
ACI Committee 318 may also conduct surveys to
solicit specific input and feedback from users of the
Code.

ACI 318-14 schedule
ACI 318 balloting schedule shows the last letter
ballot in January 2012.
The committee will meet in the 2012 Spring
Convention in Dallas (March 18-22). The committee
will probably meet in the summer of 2012 also to
resolve issues.
TAC review comes next, followed by public review.
The Standard (minus the Commentary) is expected
be finalized at the Spring 2013 convention (mid
April) in Minneapolis.

IBC Adoption of ACI 318-14
A submissions will be prepared for the January 3,
2012 code change deadline for the 2015 IBC.
The submission will assume 318-14 will be at a
stage to print a few "final" copies for ICC review by
late September 2013, in which case 318-14 will be
referenced in Chapter 19 of the 2015 IBC.
If review copies cannot be printed in time, 318-11
will remain the reference standard in the 2015 IBC.
ACI 318-14 will then be adopted by 2018 IBC.

IBC Adoption of ACI 318-14
The process to include 318-11 in the 2012 IBC
occurred before 318-11 was finalized. So all
exceptions and additions in IBC Chapter 19 to ACI
318 are based on 318-08. This creates some
problems and inconsistencies.
A second code change is being prepared to remove
these inconsistencies and will also be submitted by
the January 3, 2012 deadline.

At the last convention, the plan was to maintain the
318-11 reference in the 2015 IBC, because the 318
steering committee agreed that more time was
needed to finish 318-14 than was previously
available.

the ICC timetable has since changed and now
approximately matches up with what the steering
committee thought was needed to finish 318-14. ACI
will therefore propose inclusion of 318-14, and not
318-11, in the 2015 IBC. At this time, I can't provide a
revised detailed 318 schedule, but this is the big
picture.

I can tell you that CP 28 was revised such that for the
2012/13 cycle and beyond, updates to currently
referenced [standards] will still be processed via the
IADMIN committee (Group B with a code change
deadline of Jan 3, 2013) and that the updated
standard needs to be available by 12/1/14.

First, the referenced standards revised through the
administrative process need to be available for
purchase by December 1, 2014.
Second, new referenced standards must be submitted
with the code change proposal. The status of such
new standards is currently defined as "an official
draft," which is somewhat unclear. Matt asked if the
draft after the final committee ballot was acceptable
and Mike answered that such a draft is OK.

318-14 Completion Schedule

Regarding a schedule for completion of 318-14, it
takes about 2 months from completion of committee
responses to public comments to be available for
purchase; therefore, the fall 2014 meeting can't be
part of the schedule. My guess is that the committee
has about 30 months [until Summer 2014] to finish in
order to be referenced.
