team (cons) & judged by adjudicator (house of
parliament)

Objective
- to convince the adjudicators (and audience) that
your teams reasoning, arguments and
explanations are the most convincing and
therefore deserve to win the debate.
Debating requires sufficient willingness,
knowledge, and skills.
- Willingness: persistence & hardworking
- Knowledge: Awareness of popular issues in the
world
- Skills: English proficiency & public speaking
through rigorous practice

Asian parliamentary system
3 speakers per team, 7 minutes speech, with
POI
Australasian parliamentary system
3 speakers per team, 8 minutes speech, no
POI
British parliamentary system
2 speaker per team, 4 teams debating in a
round
7 minutes speech, with POI

Issue or topic that you will debate upon
Full propositional statement, not question or phrase
Example:
This house believes that Pancasila is no longer
relevant
This house would legalize marijuana
This house supports Jokowi for Presidency
Affirmative: defend the motion
Negative: oppose the motion

C. I. TYPE OF MOTIONS
Proposal Motion
Concerned with practical problems. The motion
ask the debaters to propose specific solution to
deal with the problem
Example: THBT Indonesia should criminalize FPI
Judgment Motion
Concerned with question of right and wrong. The
motion ask the debaters to prove a general
fact/statement
Example: THBT Democracy has failed

C. II. TYPE OF MOTIONS

Comparison Motion
Concerned with two values in conflict. The
motion ask the debaters to prefer a value over
another value based on hierarchy/order outlined
in the motion
Example: THBT free trade is better than fair
trade

D. CASE

Case: a complete set of argumentation to defend or


oppose the motion

Anatomy of a case:
Set up: definition of a motion into a debatable
context Only for the 1st Speaker of Government
Team
Arguments: reasoning why your team is right
Responses: reasoning why your opponent is
wrong Except for the 1st Speaker of
Government Team

Arguments (logic, use of evidences, relevance)

Manner (delivery) - 40%


Public-speaking skills: vocal style, use of language,
use of notes, eye contact, gesture, stance, dress,
impression of sincerity, and humor
Personal attacks on opponents reduce manner
points

Method (structure) - 20%

Structure: of individual speech and of teams case

Response to the dynamics of the debate
