I joined the Administrative services in the
year 1984, nearly 25 years earlier. Now I
am working as the SECRETARY OF SOCIAL
JUSTICE AND EMPOWERMENT .The
department takes care of the SC, ST,
minorities, disabled, old aged and other
unprivileged people.
In the last 25 years of my service I have
worked as
 SDO in Baroda
 Collector and DM
 Chief Development Officer

(of Dep. Of electronics, dep. Of


information and technology)1994-99.
I have worked in various Public Sector
Undertakings like:
 Gujarat Electrical Cooperation Ltd.
 Gujarat Alkali and Chemical Ltd.
 Erstwhile Gujarat Electric Board, which is

now corporatized.
 As the M.D of Gujarat State Fertilizer Ltd.
 And now over here.
My basic qualification is of an engineer. I
have done my B.E from IIT Roorkee In
Electronics and Communication in the year
1977.
As such in the Government workplaces the e-
Governance mode is becoming quite
popular.
Communication takes place as per the
hierarchy if the organization
The unique thing about the government
workplaces is that everything that is send
by you ,you should always have a proof of
it.
So, letters are preferred more in the
workplace. Telephonic calls and meetings
takes place simultaneously too.
In case of mass communication internet,
newspapers, media is preferred.
 Frankly speaking, there are not adequate
staff in the department.14% staff vacancies
exist in the department.
It is not the quantity but the quality of the
people working the workplace matters a lot.
 The old professionals are resistant to

change. Their training to new methods of


working , using computers is being worked
out.
There are different types of communication
that is carried out
 Gov. to Gov
 Gov. to people
 Gov. to Business communications

Each one has its own mode for


communication.
 Normally done through papers
 These slowly replaced by e-mails
 Sometimes sms too..

 But what is important is tat you should


always have a record of what you have
communicated.
 Face to face interaction while our
volunteers visit the villages.
 Even the people can directly call us and

make a visit themselves regarding their


problems.
 Besides there is a great inflow of letters

daily.
 Moreover there are various forums,

committees too.
 In this case all modes of communication are
used let it be newspapers, television, mails,
e-mails, sms.
 Many barriers rather the computer can
create the barriers. It can be asset or a
huge liability Can be user-friendly or
complicated.
GIGO(garbage in garbage out) create a whole
lot of problems.
 The other problems may be language and

the terminology(not the jargons).


 The language in which the policies are
drafted also adds to the confusion and
sometimes become the headlines in the
media.
 The Gov. working can never be compared
with that of the private.
 In the Gov. Any person in any territorial

jurisdiction is entitled to have facilities at


any corner of the state
 The government is compelled to provide it

under any circumstances but such is not the


case with the private sector.
 Efficiency of the both can never be
compared.
 The public private partnership is a debate in

itself in this regard the role of the two


should be well defined and clarity in the
work should exist.
There are of course many but a recent one is
from the meeting yesterday. The meeting
was with the minister and the percentage of
SC that was calculated in Gandhinagar of
the Baroda district was different from that
computed in Baroda. Later it was found to
be a typing error but it could have led to a
change in the policy for the Baroda district.
Answering to your question about the
miscommunication in the Government, it is
quite more as the organization is massive.
You have many activities to do whereas in
the private sector the activities are specific
and limited.
My seniors they were good and helped me a
lot in shaping my career.
A leader is one who can manage the most
complex machines it the world that is
human beings.

A good leader should be a keen man, should


hear to others too but finally must have the
capacity to take the decisions himself. He
should harmonize and then take the
decisions.
Leaders do things themselves. They should
be:
1. Short and concise in their talk
2. Clear
3. Brief
4. Have convincing power.
5. Experience
6. Acceptability in terms of principles
 A leader should not dominate others but
should make others do the work by
convincing them.

 Some amount of dictatorship is required in


a leader but it should not exceed a limit or
else it would turn into a rebellion.
Dominance should be as minimal as
possible.
 The simple step is BE LIKE THEM.

 In the beginning you may be misunderstood


but it builds a good team.

 Do appreciate the subordinates. But in the


Government system there are several
constraints so its better to be a little
conservative
 Try to be as conservative as possible.
 The better ones will decently get motivated

and its better to tell the negative ones that


your actions will never be tolerated in the
workplace.
 I believe in results and straight talk sometimes
it boomerangs but in long term it helps.

 Anything you do should have a practical hype.

 I tend to do my professional work first than the


personal. Its an instinct without it I cannot live.

Sir ?
 My name is P.K. Shah. I am working with Oil
and Natural Gas Corporation as a
…………….
 I am specifically from Reservoir engineering

and have experience of both offshore and


onshore fields.
 Basically my work is to monitor different

groups working offshore or onshore and to


manage them.
 We have in the following manner -
 Chief Engineer
 Managing Head
 Departmental Manager
 Assistant Engineer Executive
 Assistant Engineer
Q. What motivated you to select
this field for your career
I did not select this field initially as I was not
in ONGC in starting of my career. Later I
found this field interesting and I did my M.
Tech. from ISM Dhanbad in Petroleum
Engineering.
 I started my career with Textile industry as

it was more dominating industry as far as


economic growth was concerned.
As such in the Government workplaces the e-
Governance mode is becoming quite
popular and of course we use other mode of
communication too. I am responsible to
communicate with various groups and to
discus about their projects. So there are
many ways including face to face
communication like Cell phones, e-mails,
group or individual reports etc.
 Yes I can. Once when we were in field and
collecting samples, suddenly oil came out
from a oil well and my colleague shut the
bore hole immediately.
 As one equipment was there inside and was

connected with Vinch , the wire broke down


and it felt down.
 Though we got it back but we were very

disappointed for some time.
