Case study on sajha

yatayat

Background
Sajhayatayat is a cooperative established in1961 to
provide public transportation services in Nepal.
Although it provided its services throughout Nepal for
many years it was forced to close its operations in
2007 due to operation challenges.
It has however since been received through the
initative of its memebers and the government of nepal
to address the growing problem of traffic congestion in
the valley.
Sajhayatayat ,which restarted its transport
operations in april 2013,strives to provide efficient and
effective public transportation to commuters in the
kathmandu valley and also cater to inter-district and
cross-boarder passengers.

Their initial task in reviving service
is to concentrate on relieving traffic
in Kathmandu valley, in a manner
that will help commuters as well as
economy and the environment.
They seek to provide exemplary
service, seeking to extend it to
others players in the transport
sector by developing a network
that has the interests of the public at
its heart.
They work within the goals set by
the Government of Nepal and in
cooperation with private sector
transport companies, to provide
quality public service transport to
the citizen of Nepal.

It is estimated that out of the
approximately 3.4 million oneway person trips made by
kathmandu valley residents
each day.
Nearly 41% percent are
made onfoot ,while almost 28%
are made on public
transport(MBPIT/JICA,2012 and
SMEC,2013).
The public transport service
in kathmandu valley is fully
operated by private sector and
self-financed.

Because absent of formal public transportation system and lack


of proper monitoring guidence from the government,the quality
of public transport service in kathmandu is poor and inefficent.
There are no well defined shedule, and the vechile are general
poorly maintained, dirty, over crowded and uncomfortable. As
vehicles complet with one another for passenger, speeding is
often a problem and vehicles wait for a long time at stops
resulting in vehicles stacking and congestion.

A survey conduct by CEN/CANN(2011) showed that
about 61.7% of female respondents were uncomfortable
with the space in public transport because of over
crowding;
57.7% of passengers were not happy with travel in
public transport;69.9% of surveyed passenger perceive
the public transport drivers practise reckless driving
making travel uncomfortable and unsafe;
24.9% passenger perceived service as unreliable and
30.5% of people said that they have to wait for more than
10 min during morning pick hour to get a ride.

introduced in public transport sector is as follows:-

The buses are large, new and

Buses only stop at designted

the morning till late at night

get on through the back door
and get off through the front

Drivers and driver assitants
are well trained to provide
customer-friendly services.
One of the drivers and several
of the conductors are women.

Sajha yatayats present status


1)Legal basis:
Sajha yatayat is a cooperative formed
under the Coorperative Act, 2048 and
registered with the department of the
coorperative.
Government of nepal owns 84.27% of
the total shares while 4.71% of the
shares is owned by the organizations
and institutions and 11.02% is owned
by the individuals.
2)Structure:
The sajha yatayat general assembly,
which consist of 228 members ,
provides overall guidance and
approves major policies and plans.

1)Human resources:

Sajha yatayat has currently 16 core


staffs to manage its day to day
operations.
In additional it has outsource the
services of the drivers,conductor and
security guards.
2)Financial status:
a)Assests :
Sajha yatayat has fixed assests in
the form land and building at
pulchowk.
The fixed assests worth is NRS
166,119,611.76 as per the audited
report for the year 2068-2069 which
is based on the valuation done on the
historical cost basis.

There is a current liability
of RS 52,589,269.91 which
doesnot include the rent
received in advance.
Among these there is
interest of NRS
51,765,482.41.
c)Revenue:
The total revenue for the
first year of operation
(baishak to chaitra 2070)
from bus operation was NRS
43,440,658.
d)Expenditure:
The total expenditure
during the first year of
operation(2071) was NRS
48,262,66.08.

in the current public transport
network, sajhayatayat can input
good quality larges buses to add
value to the system.
As the primary routes have a
demand of over 100000 passengers
per day,these routes will be fesibles
for the large buses that sajhayatayat
want to import
As the current routes that are
being served by sajhayatayat has
significant passengers demand and
the frequency of sajha buses is
quite low,it would make sennse to
add new buses to the current route
so as to increase the bus frequency
and demonstrate a model bus transit
system.

Issues,challenge and prospects for sajhayatayat


Challenge :Urban transport and its management is one of the most
important elements in planning ,and development of
sustainable city. Land use patterns and built environment
shape that demand for travel.
Hence, carefully integrated and coordinated transportation
and urban development is essential to and sharing
sustainable future environmentally socially and
economically.
The existing infrastructure and public transportation
facilities do not adequately meet the mobility needs of the
urban population, both in quality and quantity.

prospect
Currently only 28% of trips are made on public
transportation.however, as the streets of kathmandu become
more and more conjusted, more people may choose to use public
transport service provided that they are convenient and safe.
Therefore if sajha yatayat is able to provide efficient and
effective public transportation there will be going demand for its
services.currently there are few large buses operating In
kathmandu .
As many of the main streets as in kathmandu have been recently
expanded, there is room for more big buses in the city. The
government have also estated wish to promote large buses in
kathmandu.

station.
Simple station: they are
located at every 500m. At this
station passenger can
purchase ticket and enter the
system.

station are the contact point
between the fedeer buses and the
main line. There objective is to
provide smooth, fast and effective
interaction between main line and
fedeer buses.

Main line station: sajha yatayat


has a vision to operate its buses
for the station located at the
begining and the end point of the
main line routes. This station are to
be provided with bicycle parking
facilities.

Fare collection system


Sajha is operating its buses with the traditional paper print
ticket. This system will be replaced by prepaid method of
payment introducing magnetic card or other electonic system.
The passenger purchase a smart at the ticket office located
at easily accessible area.
The smart card can be yellow for one trip, red for two trip.

Advanced control system:An advanced control system is a very important part of the
city bus operation system.
Each bus will be equipped with a global positioning
system(GPS) receiver to report the bus location.
This communication system will provide real time
information is the basis for the control of system.
This make it possible to adjust the schedule and identify
possible new route to system.

conclusion
Compare to other public transportation sajha yatayat is
better in terms of comfort, safety, clean.
Students are given more priorities in this sajha yatayat
rather than other public transportation.
There is female conductor in each sajha yatayat so there is
less chance of misbehaviour to ladies in this yatayat.
There is ticket system so there is less possibility of taking
more fare.
