Environmental Impact

Assessment Process
in the
Philippines

Environmental Impact Assessment Procedure

evaluates a projects potential
environmental risks and impacts in
its area of influence
is a multi-step process by which a
wide range of issues are taken into
account to determine whether and/or
under which environmental
constraints a project should be
undertaken

Environmental Impact Assessment Procedure

1. Screening
. determines whether the
proposed project,
requires an EIA, if it does
then level the
assessment required

SCREENING
When do we say that a project requires
an EIA?
If it is an ECP
(Environmentally Critical Projects)
If it is an ECA
(Environmentally Critical Areas)

Environmentally Critical Projects (ECP)

under the Philippine regulation includes:

heavy industries;
resource extraction; and
infrastructure projects

Environmentally Critical Areas (ECA)

under the Philippine regulation includes:
national parks, watershed reserves, wildlife
reserves and sanctuaries;
areas set aside as aesthetically potential tourist
spots;
habitats of endangered or threatened species of
indigenous Philippine wildlife;
areas of unique archaeological or scientific
interest;
areas frequently visited and/or hard hit by
natural calamities including: typhoons, tsunamis,
earthquakes, storm surges, and floods;

Environmentally Critical Areas (ECA)

under the Philippine regulation includes:
areas with critical slopes;
areas defined as prime agricultural
land;
aquifers;
water bodies;
mangrove swamps; and
coral reefs.

Environmental Impact Assessment Procedure

2. Scoping
. identifies the key issues
and impacts that should
be further investigated
. also defines the boundary
and time limit of the study

Environmental Impact Assessment Procedure

3. Impact Analysis
. includes gathering of
baseline information
. identifies the key issues
and impacts that should
be further investigated

Environmental Impact Assessment Procedure

3. Impact Analysis
. evaluates the
significance

Environmental Impact Assessment Procedure

4. Mitigation
recommends the actions
to reduce and avoid the
potential adverse
environmental
consequences of
development activities

Environmental Impact Assessment Procedure

5. Reporting
presents the result of EIA
in a form of a report to the
EMB

CONTENTS OF AN EIA
REPORT

1. Introduction
2. Description of the Project
3. Description of the Environment
4. Anticipated Environmental Impacts and
Mitigation Measures
5. Alternatives

6. Review of EIA/Project Appraisal

examines the adequacy and
effectiveness of the EIA report
provides the information
necessary for decision-making
may invoke public hearing

7. Implementation
should follow the normal
project processes better
definition of specific tasks,
time schedule, roles of
implementing partners,
resource requirements, and
fund mobilization

8. Project Monitoring
checks to ensure that the
impacts of the project do not
exceed the legal standards
and implementation of the
mitigation measures are in the
manner as described in the EIA
report
