For most IT projects people are the most important and


expensive resource
After the WBS the next stage is to decide who is to
undertake the tasks we identified
Each task at the lower levels of the WBM must be
assigned to an individual or group for completion

Forming a Project Team

As a project manager you need experience of the types


of IT specialists available
You need judgment about the ability of individuals to
complete their task
You are trying to form a project team
Project team organisation is cross-functional. Two most
common forms are:
Dedicated team
Matrix management

- for large projects


- typically small projects

Key team members are seconded to the project on a


full-time basis for the projects life
Other members join the project full-time basis while
needed
Members report only to PM and PB
Team has a building or project room and its own
equipment

PMs clear authority


Greater commitment to project
Team member responsibilities are clear
No conflict with other duties
Team members can be employed for one project only,
or
In other environments team members can move onto
other projects

Specialist project team are only temporary


have no long term interest in organisation
may be attracted away by better offer (Contracts)
In-house project team
may weaken functions
may be reintegration problems after project finished
Team may be under occupied at times
Staff outside project team
may feel isolated from change so
may not own changes

Team members retain their functional or specialist


responsibilities

Project responsibility may be


part-time and sporadic
full-time for their part of the project
Over many projects

Used in firms with large numbers of small projects

Team members continue to receive functional or


specialist guidance and support
Project issues are discussed with non-project team
members
Level of expertise can be varied more easily in different
phases
Team members can get on with other work when
project demands are low
Team members own changes when project is finished

The project managers authority is reduced


Team members may be distracted by their other
responsibilities
Project responsibilities may be neglected through pull
of functional duties
Functional responsibilities may be neglected through
pull of project duties
Lines of authority and priorities may become confused
Politics abound

Advice for the BBSL Project

Adopt the matrix style


PMs interpersonal skills are really important
Whatever organisational style is adopted PMs
responsibility is to:
Maximise advantages of the style
Minimise disadvantages of the style

Can we mix and match the different styles?

Use of a staffing matrix
Usually PM will need to negotiate with heads of
functions to agree project support
In BBSL the MD has already spoken
The question of load on project staff starts to arise some sort of gut feel may be necessary until an
estimate can be made

Delegating Responsibilities
Project Resources

No critical success factors here


PMs experience will guide -depends
PM may delegate to a team leader - who then
delegates to a team member
PM may delegate directly to a team member
A staffing matrix is useful here
It shows the spread across functions and how the PM
has assigned responsibilities

includes an organisational chart and
Using the matrix grid allocate the staff to the WBS you
have already created
Once we have the staffing matrix we can apply it to our
Microsoft 98 Gantt chart
We will do this once we have discussed estimating and
budgeting later
