Overview

Overview
Otherwise known as Solid Waste Management
Act of 2000, provides the legal framework for the
countrys systematic, comprehensive, and
ecological solid waste management program
that shall ensure protection of public health and
the environment. It emphasizes the need to
create the necessary mechanisms and
incentives to pursue an effective solid waste
management at the local government levels.

Example of a Materials Recovery Facility, a provision of this


law.

Summary

Important Features

Creation of the National Solid Waste Management Commission


(NSWMC), the National Ecology Center (NEC), and the Solid Waste
Management Board in every province, city and municipality in the
country.

Important Features

Formulation of the NSWMF: 10-year solid management plans by local


government units
Mandatory segregation of solid waste to be conducted primarily at the
source such as household, institutional, industrial, commercial and
agricultural
sources;

Setting of minimum requirements to ensure systematic collection and


transport of wastes and the proper protection of garbage collectors' health;

Establishment of reclamation programs and buy-back centers for recyclable


and
toxic
materials;

Promotion

of

eco-labeling

in

local

products

and

services;

Important Features
Prohibition on non-environmentally acceptable products and packaging;
Establishment of Materials Recovery Facility (MRF) in every barangay or cluster
of barangays;
Prohibition against the use of open dumps;
Setting of guidelines/criteria for the establishment of controlled dumps and
sanitary landfills;
Provision of rewards, incentives both monetary and non-monetary, financial
assistance, grants and the like to encourage LGUs and the general public to
undertake effective solid waste management; and
Promotion of research on solid waste management and environmental education
in the formal and non-formal sectors.

Section 7 (NEC)
There shall be established a National Ecology Center
under the Commission which shall provide consulting,
information, training, and networking services for the
implementation of the provisions of this Act.

Section 11(Provincial Solid Waste Management Board )
This will be provided on every provinces in the country
to be lead by the governor to facilitate solid waste
management related projects
Section 12 (City and Municipal Solid Waste Management
Board )
Same as for section 11, except it refers to the cities
and municipalities of the country.

Current Issues
NSWMF plans to teach farmers the importance of SWM to
lessen solid wastes being produced on the field of agriculture.
NSWMF awarded the city of Davao for being the cleanest city
in the whole Philippines and plans to develop steps to make
other cities follow its foot steps.
Also, the government plans to build a new sanitary land fill
around northern Cebu in accordance to a feasibility study
stating that build one would help Cebus solid waste
management problems.
In Marikina, in line with RA 9003, plans on developing a
process of making discarded Styrofoam trash into paving
blocks and flower pot bricks.
