Pay-means
The pay of a person appointed afresh to a
railway post is fixed at the minimum of
the time-scale of post to which he is
appointed.It is left to the discretion of
the authority competenttocreatea
permanent post to fix his pay at a higher
stage in the time scale of that
postincertainexceptional
cases.Such fixation should, however,
be made in consultation with the
Financial
Adviser
of
the
railway

What is PAY in relation to


Railway Servant (definition)
Pay has been defined in Para 1303 of
IREC Vol.II (Chapter-13)
Pay means the monthly amount drawn
by the Railway servant as:The pay which has been sanctioned for
the post held by him/her.
Overseas pay, special pay and personal
pay.
Any other emoluments which may be
specially classified as pay by the
President.

Average Pay
Average pay means the average
monthly pay earned during the 10
completed
months
immediately
proceeding the month in which the
event occurs which necessitates the
calculation of average pay.

Officiating Pay
Officiating pay means the difference
between the pay that a railway servant
is entitled to draw by virtue of his being
put to officiate in a post on which
another person holds a lien and his
substantive pay.

Overseas Pay
Overseas pay means pay granted to a
railway servant in consideration of the
fact that he is serving in a country
other than the country of his domicile

Personal Pay
Personal Pay means additional pay
granted to a railway servant
A) to save him from loss of substantive
pay in respect of a permanent post
other than a tenure post due to a
revision of pay or to any reduction of
such substantive pay otherwise than as
disciplinary measure or
B) in exceptional circumstances on
other personal consideration.

Presumptive Pay
A Railway servant is entitled to this pay
if he/she holds a post substantively and
were performing his duties but it
doesnt include special pay unless the
Railway servant performs or discharges
the work or responsibility or he/she is
exposed to the unhealthy condition in
consideration of which, the special pay
was sanctioned.

Substantive Pay
Substantive pay means the pay other
than
special pay, personal pay or
emoluments, classified as pay, by the
President, to which, a Railway servant
is entitled to, on account of a post to
which he/she has been appointed
substantively.

Special Pay
Its an addition of the nature of pay to
the emoluments of a post or of a
Railway
servant,
granted
in
consideration of:a. Specially arduous nature of duties or
b. Specific addition to the work of
responsibility OR
c. The un-healthiness of the locality in
which
the work is performed. It includes
non-

According to 6th CPC the pay constitute basic pay
which in the revised pay structure means pay
drawn in the prescribed pay band + grade pay +
various allowances as admissible

Dearness Allowance:

DA is revised twice in a year in the month of Jan


and July in accordance with increase in the all
India central price index. The present rate of DA
is 107% with effect from 1.7.2014. Non
practicing allowance is included for calculating
DA to doctors .

Dearness Allowances

If you want to calculate Dearness Allowance


with effect from January 2006, get the average
of monthly All India Consumer Price Index (IW)
with the base year 2001=100 for the preceding
12 months and apply the same in the following
formula

Dearness Allowance = (Avg of AICPI for the past


12 months 115.76)*100/115.76

Dearness allowance with effect from January or


July of a particular year in the future, once the
AICPI(IW) for a particular month is published by

House Rent Allowance


HRA is paid as per classification of cities to
the employees who have not been allotted
railway accommodation.

X class cities (earlier A-1 ) 30%


Y class cities(A,B-1 and B-2 )20%
Z class cities ( C& unclassified cities )10%.

Non Eligibility
HRA shall not be paid if :
No expenditure is incurred on rent
When residing in government accommodation
Shares rent free accommodation provided to
another government employee
Resides in a accommodation allotted by
Central/State/Semi govt. organization or
autonomous body such as LIC, Nationalized
banks etc to his /her parents/son/daughter.
If an employee entitled for accommodation
refuses to accept the same.

Eligibility

HRA shall be admissible to an employee who


shares govt. accommodation allotted to another
employee.

HRA is admissible up to 180 days during all kinds


of leave on full rate. HRA can be extended up to
240 days in the case of major sickness on
medical certificate.

Transport Allowance Contd..


This is not admissible in the following circumstances
:-

Officers in GP Rs.10000/- and above who have


earmarked vehicle even if they are not using it.

If absent from duty exceeding 30 days due to


leave, training, tour etc.

During suspension irrespective of its duration


even if it is later treated as duty.

Transport Allowance Contd..


At double the normal rate to the employees who
are:-

Blind

Orthopedically handicapped

Physically handicapped casual labours with


Temporary status.

Non-practicing Allowance

This allowance is paid to Railway doctors


including dentists in lieu of not
allowing
private practice.

This allowance is admissible @ 25% of Pay +


GP provided Basic pay + GP + NPA should not
exceed Rs.85000/-

This will be included for computing DA,TA etc


and for calculating retirement benefits.

Post Graduate Allowance


Railway doctors having PG qualification are
granted PG allowance as under:-

In non functional selection grade having


PG recognized by IMCA,1956 Rs1250 pm.

ANNUAL ALLOWANCE
Paid to the doctors with

PG degree recognized under IMC Act 1956


@ Rs 1250/- pm.

General doctors who do not possess any PG


degree or having unrecognized PG degree @
Rs 750/-pm.

Nursing Allowance

Nursing staff consists of male/female nurses,


sister in-charges, matrons, midwives etc. They
are entitled for allowances either monthly or
annually as under:

period of leave exceeds 15 days at a time.

Messing Allowance to Nursing staff

Hospital Patient Care


Allowance
This allowance is admissible w.e.f.1.1.2008 to
below mentioned categories of N.G.staff working
in railway hospitals having less than 30 beds or
super specialty hospitals having less than 10
beds or health units.

Radiographer
Pharmacists except store keeper
Laboratory staff
Medical technicians who come in direct
contact with the patients ( ECG, Dialysis etc)

Ambulance drivers
Dressers
Operation theatre Assistants
Attendants / Ayahs
Stretcher bearers
Ambulance cleaners
Safaiwalas

It is admissible at the following rates to the


above mentioned staff
Gr. C staff-Rs700/-pm
Gr. D staff Rs.695/-pm

Hospital Patient Care


Allowance

Non-ministerial specified Gr. C & D staff Rs690/-

Night duty allowance or Risk allowance if


admissible to the above categories of staff shall
cease to be admissible to them w.e.f.1.1.2008

This allowance is now known as Risk Insurance


allowance and will be paid continuously till the
time Risk Insurance Scheme is implemented.

Washing Allowance

This allowance is paid to the specified


categories of Group C & D staff such as
staff car drivers, peons etc working in HQ
office or other offices and Laboratory
assistant, ayah, sweepers etc
working in
Railway hospitals / dispensaries etc to enable
them to appear in neat & clean uniforms.

This allowance is paid @ 200/-pm

Compensatory Construction Survey


Allowance
This allowance is admissible to the staff of open
line deployed on construction & survey works of
the railway lines as per the below mentioned rates:

Travelling Allowance

This allowance is admissible as per the


prescribed rates to a railway employee for
any day on which he proceeds on tour beyond
a radius of 8 km from his HQs or returns to
his HQs from a similar distance.

This allowance will be granted for each


completed day of absence from the HQs
reckoned from mid night to mid night.

Travelling allowance is paid at the below mentioned


proportion if absence from HQs
Does not exceed 6 continuous hrs. 30%
Does not exceed 12 continuous hrs. 70%
Exceed 12 hrs.

If the employees avails leave / RH while on duty no
TA shall be admissible for that day.
When on duty outside HQs where no meals and
accommodation are provided then TA will be paid

Conveyance allowance
This allowance is granted when an employee has to
travel extensively or within short distances from his HQ
under conditions which do not render him eligible for
daily allowance.
This allowance may be drawn all the year round during
leave/ temporary transfer/ holidays prefixed or suffixed
leave or joining time in addition to any other traveling
allowance admissible under this rule provided that the
employee who is in receipt of this allowance for the
upkeep of motor car or motor cycle shall not draw
mileage or daily allowance for journey by a motor car
or motor cycle except on such condition as the
sanctioning authority may prescribe.

Mileage allowance

This allowance is admissible for journeys by


road and calculated by the shortest of the two
or more routes or by the cheapest route.

An employee is required to travel by the class


admissible to him. If he travels in the lower
class he shall be entitled to the fare of the class
actually used. However competent authority
may allow full mileage allowance admissible for
higher class if desired in such cases.

Composite Transfer Grant

An employees shall be entitled for the composite


transfer grant on being transferred on administrative
grounds or on retirement where in change of residence
is involved. The amount paid is basic pay in pay band
+ grade pay.

When transferred within a radius of 20 kms and


change of residence is involved 1/3 of the pay is paid
as transfer grant.

Transfer grant is paid to the retired employee only on


vacation of the railway quarter if any occupied by him.

A railway employee has to submit documentary proof of


having performed journey etc. for claiming this grant.
If an employee uses VPU/Goods train for transportation
of personal effects and if:
Car is carried in the VPU, then 80% of the basic pay
+ GP
If car is not carried then 75% of the basic pay + GP.
This grant is not admissible in the case of temporary
transfer not exceeding 180 days.

Cycle maintenance allowance

This allowance is paid @ Rs 75/- per month to


the employees who have to travel extensively or
within a radius of 08 km from HQs provided that
a cycle is maintained for the purpose by the
staff.

This allowance is sanctioned for a period not


exceeding 02 years at a time.

This allowance shall not be admissible during


joining time, leave, temporary transfer, holidays
prefixed / suffixed to leave etc.

Deputation duty allowance

When an employee is transferred to other


Department / State Government on deputation
basis then he is entitled for this allowance @
5% of the basic pay subject to maximum of
2000/-pm.
In all other cases 10% of the basic pay subject
to max.4000/-pm.
Basic pay + Deputation allowance should not
exceed Rs 67000/- (max of PB-4) + GP of the
post held on deputation not exceeding
Rs.10000/-

National Holiday allowance


This allowance is paid to N.G.staff as under: Pay in pay band + GP

Tribal Area Allowance

This allowance is admissible only after the


employee completes 04 years of continuous
service in one or more of the Tribal blocks & is
paid arrears for the period from the date of
his first posting. Thereafter it is paid monthly.

Border Allowance

This allowance is admissible to the employees


working within 16 km of international border
in Punjab and within 30 miles of the
international border in Rajasthan excluding
the district, sub district and Tehsil HQs.

This allowance is paid when no other


allowance like remote area, tribal area, bad
climate, hill area is admissible.

This allowance is not admissible when


recruitment primarily cover service in border
area.

Spl Compensatory(Remote

This allowance is admissible to the employees

The staff who are working in the area which are
considered bad climate area for health by the
concerned state government are entitled for this

Night Patrolling allowance

This allowance is paid to the gang men /


track man / Graded scale Casual Labour for
patrolling
of the tracks at night. This
allowance is paid at the rate of Rs.8/- per
night.

Spl. Compensatory Allowance


(for hill area)
Employees posted in hill areas at a height of
1000 meters or above or in Wayanad in Kerala or
in the areas specified by Railway Board are
entitled for this allowance as given below:-

Children Education Allowance

This allowance is admissible to eldest two


surviving children except when the number on
children exceeds two due to second child birth
resulting in multiple births.

This allowance is admissible for the classes I


to XII + 02 classes prior to class I.

This allowance can be claimed once in a


quarter subject to a annual ceiling limit of
Rs.18000/- per child.

Reimbursement can be claimed for Tuition fee,


admission fee, lab fee, fee charged for practical
work, music, library, sports etc and also for
purchase of one set of text books & note books,
02 sets of uniforms and 01 set of school shoes
for a child in a year.
This allowance is admissible at double the
normal rates for disabled children.
Reimbursement is admissible on submission of
original receipts on the basis of self certification.

Hostel Subsidy

Hostel subsidy is reimbursable for keeping


children in hostel of a residential school away
from the place of posting / residence of the
employee irrespective of any transfer liability.

Hostel subsidy will be reimbursed up to a


maximum limit of Rs. 3750 per month per
child

Running Allowances

Different types of allowances are admissible


to the staff performing running duties in
railways. The duties directly connected with
the movement of trains or engines are called
running duties & such staff are called running
staff. The running staff are under continuous
classification of HOER. The below mentioned
categories of staff are called running staff:1. Drivers including motor men & rail motor
drivers

2. Guards / Assistant Guards


3.Shunters
4.Firemen, Diesel Assistant, Elect. Assistant,Assistant
drivers.
30% of basic pay is treated as running allowance pay
which is counted as pay for the following purposes:-

The amount of running allowance is worked out as


under:For assessment of income tax -30% of basic pay
For retirement benefits 55% of basic pay
For leave encashment - 30% of basic pay

Various allowances admissible to


running staff
Kilometer allowance

This allowance is paid at the specified rates


according to the distance shown in the working
time table.
Running staff working on shunting engine are
paid KMA @ 15kms per hour.
The duties of running staff will be counted from
signing on to signing off
When running staff perform non-running /
stationary duty, they will be entitled for
allowance in lieu of kilometerage (ALK) as per
prescribed rates

Allowance in lieu of Running Room facilities

When running room facilities are not available


to the running staff at outstations then
allowance in lieu of running room facilities is
admissible.
This will be admissible at road side stations
irrespective of whether the train terminates
there or not.
This allowance shall be admissible at half the
rates as prescribed when
cooks are not
provided in the running rooms.

Also the running staff taking rest in the Crew


Rest Vans shall be admissible for this allowance
at half the prescribed rates as the facilities of
cooks are not provided in rest vans
This allowance shall not be payable when:-

Rest facilities are made available even if running


rooms do not exist
The running staff are sent to out stations on
stationary duty.

Breach of Rest Allowance

This allowance shall be payable as overtime


under HOER at the rate of 2 hrs for every hour by
which rest falls short of the prescribed hours of
rest , periods of less than half an hour being
neglected and those half an hour or more shall
be rounded off to one hour on each occasion of
breach of rest.

Breach of Rest Allowance


BORA will be admissible to the running staff who
returns to HQs after working a train is detailed for
running duty
(a) Before completion of 16hrs rest at HQs when the
total period of duty immediately before the rest
was for 8 hrs or more and
(b) Before completion of 12 hrs rest at HQs when the
total period of duty immediately before the rest
was less than 8 hrs.

Breach of Rest Allowance

the staff manning suburban sections and the


shunters who avail rest at HQs are detailed for
running duties:-

(a) Before completion of 12 hrs rest when the total


period of duty immediately before the rest was
for 8 hrs or more
(b) Before completion of 8 hrs rest when the total
period of duty immediately before the rest was
for less than 8 hrs

Out Station Detention


Allowance
When running staff are detained for more than
16 hrs from signing off at out station they will
be entitled for this allowance @70 km for each
24 hrs or part after the expiry of 16 hrs from the
time of signing off.

Out Station (Relieving)


Allowance
This allowance is paid to the running staff who are
deputed to work temporarily at stations outside their
HQs either on running or stationary duties.

This allowance is paid at the prescribed rates for


each day reckoned from the date of arrival at
outstations.

The period of journey to and from relieving station


shall be treated as duty either spare or running
and the allowance will be paid accordingly

Out Station (Relieving)


Allowance

Out station allowance shall be payable as under:(a)Payable for period of 14 days only When the
running staff are sent to outstations to officiate
in higher posts
(b) Payable for a minimum period of 02 months
when the running staff are sent to outstations in
the same capacity.

Accident Allowance

When the running staff are held up at


outstations other than their HQs for period
exceeding 8 hrs due to an accident this
allowance shall be paid @ outstation allowance
for every 24 hrs or part thereof from the time
of commencement of detention

If the period does not exceed 8 hrs no payment


will be made but the hrs for which the staff
were detained will be counted as duty.

Officiating Allowance
This allowance shall be paid to the running staff
officiating in the higher grade as under: -

For 30 days or less then pay as admissible in


the lower grade + running allowance at the rate
& condition admissible in the higher grade in
which they officiate enhanced by 15%

For more than 30 days their pay in the higher


grade shall be fixed under the normal rules.

When running staff officiate in the stationary post


for more than 30 days then they will be paid pay as
admissible in the lower grade + 30% thereof
representing the pay element of the running
allowance.
For periods exceeding 30 days the normal rules of
fixation of pay will apply
Where the period is initially for 30 days the enhanced
km up to 30 days will be allowed but beyond 30 days
the normal rules of fixation of pay will apply

Minimum Guarenteed
Kilometerage Allowance

In the identified sections & circumstances


where the running staff do not have potential
to earn adequate kilometerage within the
stipulated duty hrs., they shall be paid @ 120
km for the full stipulated duty hrs.

Waiting Duty Allowance

This allowance shall be paid to the running


staff @ 15 km per hour up to 10 hrs for:(a) Waiting / stand by duty as per roster
(b) station duty including detentions due to
cancellations of trains or cancellation of
booking of the staff after they have
reported for duty.

Trip Allowance (High speed


trains)
This allowance is paid to the running staff working
on high speed trains provided: -

The maximum permissible speed should not be


110 km on B.G. and 100 km on M.G.
The maximum permissible speed should be
obtained over at least 50% of the total run of the
train.
The average speed limit should not be less than
66 km on B.G.section & 300 km on M.G.section
The minimum distance between terminals should
be 400 km on B.G. and 300 km on M.G.section.

Leave Mileage Allowance

When running staff remain on leave he will be


paid leave mileage allowance as under: 30% of the basic pay

Break Down Allowance

Whenever a train meets with an accident due to


which transportation suffers the staff/tools are
arranged from the nearest break down depot.
For this the staff from various deptts. Such as
C&W, Loco, S&T etc are earmarked every year
and break down allowance at the prescribed
rates is admissible to them.
The staff deputed for break down duty will be
supplied free food and when food is not supplied
then they will be paid the amount in cash.

The entire time taken for journey from duty place


to site of accident & back and the time spent at
the site of accident will be treated as duty for
payment of overtime allowance.
The person deputed for break down duties will
get 100% TA irrespective of the fact that the staff
went out of HQ beyond 8 km or worked beyond
12 hrs.

FAMILY PLANNING ALLOWANCE


Railway servants having two or three children and
undergoing sterilization operation may be granted
special allowance as given below
