INTRODUCTION
Proper planning precedes poor
performance.
A plan is a decision about a course of
action- E.C. Banfield
A plan is a systematic approach to
defining the problem, setting
priorities, developing specific goals
& objectives, and determining
alternative strategies & a method of
implementation.

Introduction
The concept of planner
Professional planner/ on-the-job
planner
Internal planner /External planner

Introduction
Types of Health planning( modified from
Spiegel et al):
Problem solving planning
Program planning
Coordination of efforts & activities
Planning for resources allocation
Creation of (LG, State, National) health
plan
Design of standard of care

Need assessment
Rationale;
To define the problem & determines
its extent
To obtain the profile of the peoplecause of problem
To help in program evaluation
Conducting a need assessment- time,
labour, money.

Need assessment
Options:
Collaborate with research
organizations
Use past survey data
Solicit for assistance- donor agencies
Data collection methods:
Questionnaires, interviews, clinical
examination

Need assessment
Data collection- needed information:
o Population profile- demographic data
o Funds- government, donors,
endowments
o Facilities
o Labour
Analysis of data

community
Determining priority
A method of imposing peoples values
& judgment of what is important on
the raw data
Full community participation e.g health
advisory committee consisting of
representatives of opinion leaders,
market women, farmers e.t.c
Aids program implementation &
acceptance

community
Development of program goals &
objectives
Program goals are broad statement on
the overall purpose of a program e.g
to improve the oral health of the preschool children in the community
Program objectives- more specific &
describe in a measurable way the
desired end result of the program

Development of program goals &

objectives
Program objectives should specify:
What- nature of the situation to be
attained
Extent- scope of the situation to be
attained
Who- particular group of the
community in which attainment is
desired
Where- the geographical area to be
covered

Conducting oral health care for the

community
Program activities
These methods of achieving the set
goals & objectives
Components of program activities:
What is going to be done
Who will be doing it
When will it be done

community

Resources identification
Criteria for determining what resources to be
used :
Appropriateness- the most suitable resources
to get the job done
Adequecy- the extent to which the resources will
complete the job
Effectiveness-how capable the resources are @
completing the task
Efficiency- the naira cost & amount of time
expended to complete the job

Conducting oral health care for the

community
Identifying constraints
To prevent poor implementation look
out for challenges
Modify the program design to create a
more realistic & practical plan
Common constraints: lack of fund,
inadequate facilities, negative
community perception

Conducting oral health care for the

community
Implementation
This is the process of putting plan into
action
Requires teamwork between the
individual & the community at large
Implementation strategy should be
developed- by answering the following
questions

Implementation

Implementation
why- the effect of the objective to be
achieved
What- activity required to achieve
the objective
Who- individual responsible for each
activity
When- chronological sequence of
activities
How- materials, methods, media to
be used

Conducting oral health care for the

community
Program evaluation, monitoring &
revision
Evaluation allows for:
Measurement of effect of each activity
Measurement of progress of each activity
Identification of problems in executing the
task
Revision & modification
Justification for the cost & request for
additional fund

Program evaluation, monitoring &

revision
Evaluation focuses on:
Quality of the program
Attitudes of the community to the program
Appropriateness of the program
Effectiveness of the program

Conclusion
Oral health care planning, should
involve the consumers(population)
than ever before for program
suitability, appropriateness,
effectiveness & sustainability.
