formulate the 3-year term-based Peace
and Order and Public Safety (POPS) Plan,
to be incorporated in the Comprehensive
Development Plan (CDP)

the POC Secretariat

local chief executive up to the last
calendar day (December 31) of the 3rd
year.
To illustrate: After the 2016 local
elections, the POPS Plan of the newly
elected local chief executive shall be
effective from the 1st day of January
2017 up to the last day of December
2019. The newly elected LCE in 2019
shall continue implementing the 2019
POPS Plan until the last day of 2019. All

3. Barangay Peace and Order Committee

Formulate the Barangay POPS Plan

which shall be incorporated in the


Barangay Development Plan
Serve as an information-gathering
mechanism
Monitor and report to appropriate
authorities suspicious illegal activities,
and personalities involved within their
jurisdictions, including insurgent
activities

Make periodic assessment of the

prevailing peace and order situation in


the barangay, and submit a report, with
appropriate recommendations to the
higher-level POC

and Municipal POCs feedback on its
analysis of their reports
Maintain systems and database for POCrelated reports and records

Peace and Order Council (R/P/C/MPOC)
Secretariat
Assist the Chairperson in the conduct of

R/P/C/MPOC meetings;
Provide technical assistance in the
performance of administrative,
coordinating and technical tasks of the
RPOC;
Prepare and submit:
a. semestral POC Accomplishment Report
b. quarterly POC Secretariat
Accomplishment Report
c. quarterly Peace and Order Situation
Report

Monitor functionality of local POCs in

Provincial, City, Municipal, and Barangay


levels within its jurisdiction Includes
technical assistance in the preparation of
Operational Plan
Provide technical support or assistance to
activities related to CLIP, PAMANA, Task
Forces, and other programs concerned
with peace and order and public safety of
the region
