Desde
la
incorporacin
de
polticas
ambientales en la mayora de los pases en
desarrollo, los instrumentos administrativos
que han sido predominantes corresponden a
las estrategias de ordenamiento y control.
Estn basados principalmente en la
aplicacin de instrumentos
reglamentarios, como normas,
permisos y licencias, al igual que el
control del uso del agua y el suelo.

Aunque este enfoque ha sido criticado por ser
econmicamente ineficiente y difcil de
aplicar,
se
ha
logrado

ambientales.

Obligatoriedad de la Certificacin Ambiental (CA)

Toda persona natural o jurdica de derecho pblico o privado nacional o

extranjera que pretenda desarrollar un proyecto de inversin susceptible de
generar impactos ambientales negativos de carcter significativo deben
gestionar una certificacin ambiental.
