1.0 INTRODUCTION
Under Section 21A (Act A933), the
Development Proposal Report (DPR) is
required for Planning Permission
(Kebenaran Merancang) application.
The section also provides several
statutory requirements on the contents
and information of the development
proposal report. Below is the
information that required in a
development proposal report:

2.0 PURPOSE AND OBJECTIVES OF


DPR
1. To get Planning Permission.
2. To determine the development suitability
and feasibility in urban planning
perspective
view - property developer, buyer,
property valuer, financial institution etc.
3. To explain the rationales and
justifications of the proposed
development.

4. To prepare a strong basic planning


background for Local Authority to
understand the
developments concept and as a tool
for them to evaluate the proposed
development.
5. To ensure the planning principles are
followed in the proposed development.
6. To ensure the preparation of layout
plan took consideration the aspects of
social, socio-economic and
environment, and followed the
Development Plan prepared before.

3.0 TYPES OF DEVELOPMENTS THAT DO


NOT REQUIRE DPR :
Under Section 19 of the 1976 Act, some
explanations are given regarding certain
developments which do not require
planning permission and can be classified
as permitted developments. The activities
include:
Approved layout plan.
Part of approved Master Plan.
In-fill development.
Simple land subdivision.

improvement or alteration work of the
interior of a building. This work must

involve in change of use of the


building or the land
materially affect the external
appearance of the building
involve any increase in the height or
floor area of the building

construction or erection of land for temporary buildings


for accommodations of workers involved in construction
development within the curtilage of a dwelling house for
any purpose incidental to the enjoyment of the dwelling
house
development by statutory undertaker, local authority for
the purpose of laying, inspecting, repairing or renewing
any drain, sewers, drainage and road
the making of material change of use of land and
buildings as the state authority may prescribe to be a
material change for which no planning permission is
necessary.
The use of land or building for a period not exceeding one
month or a period approved by local authority for the
purposes of :
temporary or mobile cinema, theatre or show
temporary amusement park, fair, exhibition
temporary ceremony or festivity of religious, social or
other character

geology, contours, drainage, water bodies and catchments and natural

Town Planning is form of social action, or a social practice. It is about
intervening in the world to protect or change it in some way to make
it other than it would otherwise be without planning. ..town planning
involves making judgment about what best to do- that is, about how
best to plan the environments we inhabit. (Taylor, 2004: 167-168)
