If the coverage is well planed and the
handover relations are optimised the main
part of the handovers should be invoked
due to power budget reason.

If a lot of so-called emergency handovers


due to low RXLEV or long distance are
performed something might be wrong with
the coverage.

indicated as existing if the rate of HO
attempts due to level or distance in relation
to all HO attempts is high and at the same
time the HO_IND_REJ_RATE_C1 is high

HO indications due to empty NB list.
