Why is required the ABU guideline?


• The Copyright Committee in May 2009 has
reached a common understanding on setting a
tentatively titled “ABU Guideline for Protection of
Rights of Digital Broadcasting and Content.”

• For completing the Guideline, ABU Technical


Committee is preparing for basic notion and
important considerations in cooperation with
ABU Copyright Committee.

Action for the guideline

• Technical Committee have discussed the issue


and make a recommendation on the consensus
on protection of content to be beneficial to all
ABU member organizations in Oct. 2009.

Study on Content Protection for Digital


Broadcasting
The ABU Technical Committee
decides
1) that a Task Group for drafting the guideline is set up
together with the ABU Copyright Committee.
2) that ABU members be encouraged to participate this
task group,
3) that ABU members prepare ABU Guidelines on Content
Protection for Digital Broadcasting, including copyright
and broadcasters’ rights, by April 2010.
4) that ABU members study on conventional and latest
systems and importance of content protection for drafting
the Guidelines.

What is Effective
Technological Measures?
• Effective Technological Measures should
be considered. But it is not clear because
rights protection which has robust system
without concerning of content piracy is not
easy.

Signal scrambling and Copy control

• FTA content is scrambled or not, which is
strongly dependence on a business model.

• Both Pay TV and Free TV are available by


using same STB or TV receiver in Japan
because it is not only easy for user to
understand TV services but also safety for
content security.

• CAS : “B-CAS Card” is required to decode scrambled
contents.
• RMP: “COG(Copy One Generation)” policy is adopted.
* The ORIGINAL is the content at the broadcater’s site.    
   The content stored in the recorder is “copied” content.

• A content have left in PVR after Father,


Mother and a child copy 3 times each to

For example relationship of security


level to service model
• It is important that digital broadcasting
content is protected by copy control.
• The security level of content protection will
depend on a business model of each digital
service.
• As for the example, content on both pay TV
and free TV are available on the same STB
or TV receiver.
• It is because users can easily access to the
services and enjoy a various kind of content.

Summary
• Digital broadcasting contents have to be protected.

• We also have to be understanding the limitation of each


technology.

• The Guideline is necessary for digital broadcasting


service.
