MT-Action1: Realize an ASEAN Single Shipping

shipping route, and strengthen the linkages with
global route and domestic route by 2015.
MT-Action 4: Review ASEAN Near Coastal Voyage
(NCV) Limits as per the requirements of Standards
of Training, Certification and Watch-keeping
(STCW) Convention by 2012.
MT-Action 5: Enhance the activity in cooperation
with IMO, and promote to sign and implement the
relevant IMO initiative Conventions
MT-Action 6: Develop human resources and
introduce the advanced technology for navigation
safety, maritime security and environment
preservation.
MT-Action 7: Enhance and activate regional
capacity for combined air and maritime search and
rescue exercise (SAREX) by 2015.

Transport

ASEAN has around 51,000 kilometers of navigable inland


waterways where route networks and upgrades to river
transportation and ports are taking place. Across ASEAN, 47
ports have been designated to upgrade ship and cargo
capacity, working to improve shipping across the region
and bring down logistics costs. The Roll-on/Roll-off maritime
network will reduce costs as by as much as 30-40 per cent in
some ASEAN areas, boosting intra-ASEAN shipping and regional
trade.

Strategies
1. Establish an efficient and integrated inland
waterways network
Inland waterways transport plays a vital role in the
mobility, welfare and economic development in several
ASEAN Member States. It can provide a relatively costefficient and less environmentally harmful means of
transport but has lacked adequate investment. There is
a need to formulate and implement a regional policy
framework for developing inland waterways transport
services in ASEAN.

2. Accomplish an integrated, efficient and competitive


maritime transport system
a) Establish efficient and reliable shipping routes (including
RoRo) connecting mainland and archipelagic Southeast
Asia including the related sub-regional initiatives such as
BIMP-EAGA and IMT-GT. The emerging and/or potentially
important international routes: Satun/Trang Penang
Belawan, Malacca Dumai, Davao Bitung, Zamboanga Sandakan, Muara nearby ports;
b) Strengthen linkages with global and regional trunk routes
and domestic shipping routes; and
c) Conduct a feasibility study on the establishment of an
ASEAN RoRo network.

3. Develop an ASEAN Single Shipping Market


Progressive integration towards the formation of an
ASEAN single shipping market and intensified
development of the maritime network infrastructure
will lead towards a stronger ASEAN maritime sector,
operating efficiently and delivering quality goods and
services at competitive prices.
