Council Manager Form of Government

Council-manager government combines political
leadership of elected officials with managerial experience
of an appointed manager or administrator. All power and
authority to set policy rests with an elected governing
body, which includes a mayor or chairperson and members
of the council, commission, or board. The governing body
in turn hires a nonpartisan manager who has very broad
authority to run the organization.

Overview
The 2016 budget plan, as with previous plans, strives to provide for
the strong financial management of the City.
A desire to provide a high quality, yet cost-effective level of
services to our residents within the financial resources available to
our organization.
Commitment to the preservation of capital assets through
infrastructure maintenance projects.
Debt service continues for the capital improvement projects that
were undertaken to promote and enhance the high quality of life
that is evident in Chardon.
The projected expenditure total for all funds in the 2016 Annual
Budget is $18,218,425; which includes General Fund expenditures
of $7,867,730.

OBJECTIVES
An objective of the 2016 budget, was to retain the traditional
expenditure guideline of maintaining at least 10% of available
revenue in each of the four primary operating funds. This goal was
met.
The General Fund, Sewer Operating Fund, Water Operating Fund, and Fire and
EMS Operating Levy Fund all had 2015 closing balances in excess of 10%.

Another objective is to improve local streets. The 2016 budget

includes funding for pavement improvements of Maple Avenue.
Additionally, included is funding for planning and engineering
projects for Meadowlands Drive Extension, Moffet Avenue, Canfield
Drive, Canfield Drive Extension, and various streets in Chardon Park
Estates.

Run for Suds August 13th
Trot to Stop Human Trafficking November 24th and
Chardon's first 1/2 Marathon and 5k on May 1st

Smartasset.com named Chardon the 7th best place to retire in Ohio
Nerdwallet.com conducted a study and named Chardon the 17th best
place to start a business in Ohio

Synopsis
This presentation demonstrates the Citys strong commitment to
quality services and a high level of maintenance of its capital assets
Continued repayment of outstanding debt, commitment to the Citys strategic
plan and maintenance of targeted fund balances in the face of a severe challenge
to local governments through loss of revenue and/or the poor economy

It is through this comprehensive approach to financial planning that

the City has been able to retain its financial position - while at the
same time continuing to maintain its reputation as a high quality,
desirable community with superior services and amenities
It is through the same approach that it will continue to navigate these
uncertain financial times in a proactive manner to provide quality
services to our community
