HISTORY

BRIEF HISTORY OF THE BFP


1900 - The first fire department was
established in Manila during the
American occupation
1975 - Integration of the local fire
departments in city/municipality police
forces under a national police
organization called the Philippine
Constabulary - Integrated National
Police(PC-INP)
1990- Republic Act No. 6975 was enacted
establishing a separate fire protection
bureau designed to be a national in
scope and civilian in character

LEGAL MANDATE

Bureau of Fire Protection was created by virtue of


RA 6975 primarily to perform the following
functions

1.Be responsible for the prevention


and suppression of all destructive
fires on:
Buildings, houses and other structures;
Forest;
Land transportation vehicles and equipment;
Ships or vessels docked at piers or wharves
anchored in major sea ports;
Petroleum industry installations;
Plane crashes; and
Other similar activities

LEGAL MANDATE

Bureau of Fire Protection was created by virtue of


RA 6975 primarily to perform the following
functions

2. Be responsible for the


enforcement of the Fire Code of the
Philippines (PD 1185) and other
related laws;
3. Shall have the power to
investigate all causes of fires and if
necessary, file the proper complaint
with the city or provincial
prosecutor who has jurisdiction
over the case;

Bureau of Fire Protection was created by virtue of


RA 6975 primarily to perform the following
functions

4. In the time of national emergency, all


elements of the BFP shall upon direction
of the President, assist the AFP in
meeting the national emergency; and
5. Shall establish at least one (1) fire
station with adequate personnel,
firefighting facilities and equipment in
every provincial capital, city and
municipality subject to standard rules
and regulations as maybe promulgated
by the DILG.

Rule 6

Organization of Fire Brigade

Section 6.0.2.1
All business establishments
employing at least fifty (50) persons shall, in
addition to the requirements set forth under
Section 7 of R.A. 9514 for the grant of Fire
Safety Inspection Certificate (FSIC), establish
an organization of fire brigade to deal with
fire and other related emergencies.

Support and assist fire


volunteers, practitioners and fire
volunteer organizations in the
country who shall undergo
mandatory fire suppression,
inspection, rescue, emergency
medical services and related
emergency response trainings
and competency evaluations to
be conducted by the BFP.

FIRE BRIGADE CHIEF


Overall leader of the Fire Brigade
He designs and formulates the evacuation plan
of the establishment using his best judgment in
designating exits and evacuation area.
Has the full authority to order an evacuation if
he deems it necessary.
Formulates rules and regulations that will
govern the members of the fire brigade
concerning fire safety.

DEPUTY/ASSISTANT FIRE BRIGADE CHIEF

Assists the Fire Brigade Chief in all the


activities of the Brigade

Assumes the duties and responsibilities of


the Fire Brigade Chief in the latters absence.

FIRE FIGHTING TEAM

Members of this team are responsible for the


prompt and effective firefighting within the area
of responsibility and if called for in the whole
establishment.

They submit a weekly status report of the fire


protections installed in the area of
responsibility.
They will maintain all fire protection of the
establishment and keep the supply source of
water accessible and available at all times.
They are numbered in accordance with the
number of fire protection available in the area of
responsibility.

RESCUE AND EVACUATION TEAM


The unit assigned to conduct rescue and
evacuation of employees during emergencies.
They will be in the lookout for persons trapped
or left inside the establishment during
evacuation.
They assist in the proper evacuation of
personnel during emergency, using their best
judgment as to what route to take based on the
actual evacuation plan with the safety and
prompt evacuation of personnel always in their
mind.
They are responsible for checking regularly all
the emergency exits of the establishment.
They will see to it that all the indicators and

SALVAGE TEAM
The unit given the task of evacuating valuables
of the establishment.
They are responsible for the quick and prompt
evacuation of properties that are considered of
great importance to the operation of the
establishment without jeopardizing their
importance

FIRST AID TEAM


The unit given the task of rendering first aid measures
during emergency.
They are responsible for the first aid requirements of
victims prior to their transfer to hospitals or clinics.
They will see to it that the first aid box is always available
for the use of employees.
They will immediately establish a first aid station on the
area and must have the facility to transfer victims to
hospitals if need arises.
They should process proper training on how to render
first aid.
They are responsible for the maintenance of all the
necessary medicines needed for first aid operations.
They will be utilized as distributors of food and drinks to
all the members of the fire brigade, firemen, employees if
food and drinks are available during the height of fire.

SECURITY TEAM
The unit given the task of securing the
evacuated property and the premises of the
establishment.
They are responsible in securing the evacuation
area and the properties evacuated on the
evacuation area.
They will see to it that no person re-enters the
building without proper authority.
They will see to it that responding fire trucks
are given right.
They will conduct traffic to ensure the safety of
the evacuees.
They are responsible in securing the evacuation
