BACKGROUND OF
BAHAGIAN PEMBANGUNAN
KELUARGA, JAIPk

On August 10, 1947, a meeting of Islamic scholars from across the state were held in
Kuala Kangsar. The meeting produced a resolution on the importance of setting up an
Islamic Council in particular and the whole of Perak Malay Peninsula in general.
Since then, the organization of the Islamic Religious Administration was established
and known as the Islamic Center based in Kuala Kangsar.

Following the meeting, the Department of Perak Islamic Religious Affairs was
established on August 2, 1949. The role of this department at the time was to provide
guidance and education related to Islam on society. Followed by the establishment of
the Islamic Religious Council and Malay Customs Perak on 23 October 1949, which
aims to advise and assist the Sultan in matters related to Islamic and Malay Customs
as contained in the Constitution State. Council Act was approved on May 1, 1952.

Enactment of legislation in accordance with Section 4 (1) of the Administration of the


Religion of Islam, 2004, a corporation named "Majlis Agama Islam dan Adat Melayu
Perak established (previously established under Section 5 of the Law of Religious
Administration 1965) and into a body with perpetual succession.

1.Strengthening the capabilities and capacity of the organization to


improve the efficiency of the delivery system
2.Empowering message of dakwah Islam in a holistic way towards
the establishment of khaira ummah (the best of community) that
centric based on Al-Quran and As-Sunnah.
3.Strengthening the administration and enforcement of Islamic law
to uphold the implementation of Islamic law .
4.Strengthen the management of Islamic affairs in the field of
research and development to improve the quality of life of a
prosperous nation .
5.Strengthen strategic cooperation with other agencies to improve
the delivery system of Islam

MAIN FUNCTION OF BPK


Manage appointments and coordinate the implementation of the task
of Registrar and Assistant Registrar Marriages, Divorces and Ruju'
Perak.

Coordinate administrative management of marriage, divorce


and ruju' state.

Manage the granting of permit to compamies that pre-marriage


course Islam at Perak.

Provide Family counseling services to the public.

Provides PKI and PPS as a reference the public to solve the


problem.
Familyprogram held in collaboration with the Islamic
Development Department and other departments.

THE CHALLENGES
AT BPK JAIPk

The Challenges at BPK,JAIPk


Have limited phone lines.
- on frontline management at BPK have 3 telephone.
but only one number can make a call.
- when the client call the operator at JAIPk anagement
Double task.
Have to do a counter work and face the clients and also pick up the call.
- because there are no operator for this division
Client not understand the procedur because get unclear information.
- Client who have comes to collect their divorced certificate without comes to
register for their divorced application certificate at the first place.
- Misunderstanding.
Internet problem
Limited place for file and folder rack to place.
Limited searching for an old marriage certificate.

Numbers of duty staff at counter : 1-3 staffs once times.


Staff Operation duty :

divorced certificate
copied of marriage/divorced/ruju' certificate (that lost)

registration of marriage in ousider (that got the permission/not


from JAIPk/Shariah Court)

Ratio of client per day: 50-100 clients

SUGGESTION
AND
RECOMMENDATIONS

1. ADD NEW TELEPHONE LINES


Only have two number can contact in frontline management of BPK.
When lines is busy, the operator will connected client call to others counseling
number.
2. HAVE DIVISION OWN OPERATOR
-N-Kad
-Mariage, divorce, ruju' certificate
-counseling
3. UPGRADE THE SERVER
4. ADD THE CABINET AND STORAGE FOR FILE
