to special areas in force w.e.f. 01 Aug 2008

In the special areas, there are stricter controls on


discharge of oily wastes.

Contains Regulation 6 to regulation 11
Regulation 7 issue or endorsement of certificate
An International Oil Pollution Prevention Certificate
shall be issued to any Oil tanker of 150 GT and
above and any other ship of 400 Gross tonnage.
Such certificate shall be issued or endorsed as
appropriate either by the Administration or by
organization duly authorized by it.
In every case, Administration assumes full
responsibility for the certificate

REG 12 Tanks for Oil residues: Every ship of
400 GT and above shall be provided with a tank
or tanks of adequate capacity to receive oil
residues (sludge).
REG 13 Standard Discharge connection: To
enable pipes of reception facilities to be
connected to ships discharge lines for residues
from machinery bilges and from sludge tanks,
both lines shall be fitted with a standard
discharge connection.

REG 14 Any ship of 400 GT and above
shall be fitted with Oil filtering equipment
oil content not exceeding 15PPM and for
ships 10000 GT and above, also with
alarms and automatic stopping device in
case of exceeding content of affluent more
than 15 PPM.

Control of Discharge of Oil (Machinery Spaces of All Ships)

For Ships of 400 GT (Gross Tonnage) and above


The ship is proceeding en route.
The oily mixture is processed through an oil filtering
equipment meeting the requirements of Regulation 14
outside special areas (14.7 within special areas).
The oil content of the effluent without dilution does not
exceed 15 ppm.
The oily mixture does not originate from cargo pumproom bilges on oil tankers.
The oily mixture, in case of oil tankers, is not mixed with
oil cargo residues.

MARPOL 73/78 Part I Machinery space operations

REG 17 :
Every oil tanker of 150 gross tonnage and
above and every ship of 400 GT and above
shall be provided with
OIL RECORD BOOK (ORB) part I
ORB shall be readily available for inspection
at all reasonable times.
It shall be preserved for a period of three years
after the last entry has been made.

MARPOL 73/78 Oil discharge monitoring and control system


REG 31 :
Oil tankers of 150 GT and above shall be equipped with
an oil discharge monitoring and control system approved
by administration
The system shall be fitted with a recording device to
provide continuous record of discharge.
The record shall be identifiable as to time and date and
shall be kept for at least three years.
Any discharge of oily mixture is automatically stopped
when the instantaneous rate of discharge of oil exceeds
that permitted by regulation 34 of this annex.

MARPOL 73/78 REG 34 : Control of discharge of Oil


Discharges outside special areas:
Any discharge of oil or oily mixture is prohibited except when all
following conditions are satisfied:

1. Tanker is not with in special area


2. Tanker is more than 50 NM from nearest land.
3. Tanker is proceeding en route.
4. The instantaneous rate of discharge of oil content does
not exceed 30 ltrs per nautical mile.
5. Total qty of oil discharged into the sea does not exceed
1/30000 of the total quantity of particular cargo of which
the residue formed a part.(ship delivered after 31 dec
1979 )
6. Tanker has in operation an ODMC and SLOP tank
arrangement.

Any discharge into the sea of oil or


oily mixture from the cargo area of
an oil tanker shall be prohibited
while in a special area
Provisions of above shall not apply to
discharge of clean or segregated ballast.

tar and their emission.
