Steps:
Step1: enabling 2ms TTI switch and license.
SET UCORRMALGOSWITCH: MapSwitch=MAP_HSUPA_TTI_2MS_SWITCH-1;
Parameter Description:
Enable 2 ms TTI shcedualing for HSUPA with enabling transition between 10 and 2 ms.

Step2: enabling TTI adjustment based on coverage.

SET UCORRMALGOSWITCH: DraSwitch=DRA_BASE_COVER_BE_TTI_L2_OPT_SWITCH1&DRA_BASE_COVER_BE_TTI_RECFG_SWITCH-1;

Enabling TTI adjust from 2ms to 10ms and vise versa depending on UL power of the UE.
