effective solid waste collection
and disposal system under a
comprehensive environmental
management program.

Barangay Holy Spirit began its
zero waste management
program six years before the
enactment of RA 9003 or the
Ecological Solid Waste
Management Act of 2000.

IMPLEMENTATION
Recycling materials are either sold
directly to junkshops or turned into
products like straw mats, bags, and
candles in the facilitys MRF to be sold
later. The biodegradable materials are
milled and put into the automatic soil
composters and turned into organic
compost (BWRC). The compost is then
used in their vegetable garden where
ordinary and high value crops are being
grown (Bulaklakan at Gulayan).

As per evaluation and assessment
in the implementation and
performance of the
Environmental Police
Personnel, waste segregation
was reduced to 76%: 75% in
Zone III, 80% in Zone I, 85% in
Zone II, and only 65% in the
Muslim area.

Department Head of Waste
Management identified three
main issues:
Workers who are not fully
committed to their work
Outdated equipment: shredder
is currently less able to produce;
old truck model units
Difficulty in instilling discipline

authorities were interviewed.
Furthermore, reports and data
were all provided by the
barangay and none was
collected from the residents.

The local enterprise is a good
strategy in providing jobs as well
as in encouraging participative
governance.

Despite changing administration,
the barangay continues to
implement Zero Waste
management because of the
recognition it receives from
various institutions locally and
internationally.
RECOMMENDATIONS
The local enterprise could be
expanded and be made more
marketable through expanding
target market and partnerships.
