Components of Karma Yogi Abhiyan Phase I


The Karma Yogi Abhiyan was initiated during 2004-06. It had 2 parts.
Karmayogi Training
V (Vibrant) Governance Trg. Program to impart training to govt
employees

Karmayogi Sarvabhipraya
Extensive survey of all 5 lakh government employees to Establish a bond between employees and government
Encourage and empower employees to offer suggestions for better governance
Motivate employees to perform better
Trigger Introspection and Inspiration amongst the employees
Create a database of government employees

Both the components were totally independent of each other.

VGovernance - Concept
V-Governance was a state-wide training & empowerment
exercise for all government employees;
with firm conviction that an innovative methodology of training &
well-designed content can incorporate positive attitude in the
work culture of public servants.

The program aimed to bring transformation in following key areas:


Role effectiveness understanding ones role in creating an

enabling environment
Customer orientation a shift from processes to results
Effective communication get better cooperation from others
Personal and interpersonal effectiveness improve interactions
Self-motivation being proactive rather than reactive.

Objectives

Enhancing self & work effectiveness by bringing about an attitudinal


change amongst the employees

Sensitizing them towards the needs of the family members, citizens &
the needs of the work place

Inculcating a feeling of ownership & accountability towards their role &


responsibilities

Enhancing the feeling of self worth within them & making them realize
that they and every member around them (superior, sub-ordinate/
colleague) is a key individual playing a vital role in the
organization/family
Training content was created keeping above objectives in mind

Preparation
IL&FS Education and Technology Services Ltd. (IETS)
appointed in 2003 for designing and conducting the statewide training program
Focused Group Discussions & Training Need Analysis
carried out to design the content, structure and delivery
system
Agreement between ARTD & IETS 23/03/2004
V-Governance cell set up in SPIPA for this project

Launch
Master Trainers (MTs) trained once
6 days x 6 hrs/day = 36 hrs

In 3 months, a pool of 2000 MTs created


MT training was organised in SPIPA in first half of 2004
All 4 classes of employees trained for 25 hours over 4 days
2.56 lakh employees trained
Education Department had a separate training program
Some State PSUs also opted for this training program

KYA launched on 10-02-2004 with training of first batch of


govt employees. Ended in mid-2006.

Program Design
Batch size was kept at a maximum of 30
300 MTs of IETS were handholding 2000 MTs of Government
At any given time, there was at least 1 IETS MT over 2 govt. MTs,
guiding for conducting 2 simultaneous trainings
3rd party Impact Assessment was done of approx. 5% of trainees, after
45 days of their training. ICECD, Ahmedabad was the assessor.
Feedback was also obtained from the employees peers, subordinates and
family, and also from citizens

Key Findings of Impact Assessment


The impact assessment had many findings:
Objectives achieved. Significant impact on Government
employees.
Majority participants found the program effective in areas such as
attitude, behaviour and skill development
Employees of Grade 3 and 4 got a feeling of self-worth, and that
they also can make significant contribution towards VGovernance
Awareness about training at the pre-training stage did not reach
all employees. This reflects a limitation in promotion and
information dissemination.

Imp. Recommendations of Impact Assessment


KYA has acted as a catalyst for leading govt employees
towards better performance. To sustain this, the concept should
be made systematic and institutionalized.
The employees expressed a desire for similar training
opportunities (non-technical) on regular basis
A need-based approach for designing training courses and
providing training should be adopted
An issue to be examined is whether the training should be
oriented around people and leadership development, or should
it focus on institutional growth and progress
