RA 10742: The SK Reform Act of 2015.

SK Reform Act is the current evolution of the


countrys experiments in incorporating youth
participation.
It was constructed through the decades of
experience of the Martial Law era
Katipunan ng Kabataan and post-EDSA SK.

The Katipunan ng Kabataan shall

the youth in the barangay.
The SK shall consult and secure the concurrence of the

3. A Secretary who is appointed by the Chairperson with
the concurrence of majority of the SK members;
4. A Treasurer who is appointed by the Chairperson with
the concurrence of majority of the SK members (Sec. 7,

appointee must possess the following

SKRA seeks to professionalize youth
leadership
through
mandating
the
formation
of
Comprehensive
Barangay Youth Development which
shall be a three-year plan and serve as
the basis of the Annual Barangay

The Youth Development Plans are
anchored on the Philippine Youth
Development Plan (PYDP) and the
Local Youth Development Plan
(LYDP) at the municipal, city and

The Annual Youth Development Plans
are the basis for the expidentures for the
entire year. The SK Funds are stored in
public banks such as the DBP or
LandBank.
Both the SK Treasurer and the SK
Chairman are signatories.

In the current model of the SK, youth
leaders are now granted financial
autonomy. Meaning that the SK alone and
not the baranggay can sign the financial
papers of the group.

to my heart. When I was
in the National Youth
Commission over a
decade ago, the more
successful youth
structure on the
ground was not the SK
but the Local Youth
Development Council
(LYDC) that was
established in some
areas.

A member of the LYDC must be a citizen
of the Philippines, a resident of the
province, city, or municipality for not less
than one year immediately preceding the
day of her/his election to the LYDC.

Condition Precedent - Local registration
and verification of youth organization and
youth serving organization is a condition
precedent for participation in the LYDC
elections.
However, if a youth organization or youth-serving organization is
denied local registration and verification, such organization can
apply for special registration and verification to the Commission.
Such special registration and verification entitles the organization to
participate in the LYDC elections. An appeal mechanism shall be
formulated by the Commission.

tasked with engaging the youth sector of
the locality. The Officer is tasked with the
registration of all youth organizations.
Other tasks include being secretariat to
the LYDC and conducting trainings.

Is there a training program required


for Sangguniang Kabataan officials?

Yes.
Any Sangguniang Kabataan official, whether
elected or appointed, or any member of the
LYDC must undergo the mandatory training
programs before he or she can assume office.
During their incumbency, they must attend the
continuing training programs to be undertaken
by the Commission in coordination with the
DILG. (Sec. 27, RA 10742)

Despite
the
alleged
mandatory character of
the
reforms,
implementation will vary
on the LGUs as there is
no penalty for noncompliance. The lack of
mandated support for
the LYDCs, Youth Offices
and other structures
mean the best of the SK
Reform will be ignored.

A Law is only as good as


how people exercise. If
Youth dont use it, we
wont be able to use it
properly. Young people
must seize the initiative
and
employ
every
avenue the law provides
to maximize benefits and
participation. Failure to
seize it, is a path to
sure failure.

The
SK
IRR
is
incomplete.
Many
provisions
are
still
subject to additional
memorandum
from
various agencies. A lot of
these items are crucial
for the SKs compliance.
Should the line agencies
be lazy, then good luck!

What are the registration details?


The COMELEC shall set a special registration of the
Katipunan ng Kabataan which shall in no case be less
than one (1) month and shall include Saturdays and
Sundays. Subsequent registration of the Katipunan ng
Kabataan shall be governed by RA 8189 including
system of continuing registration.
The COMELEC has issued Resolution No. 10148 that
outlines the Rules and Regulations for the Registration
of Members of Katipunan ng Kabataan and (2)
Registration of Voters for Barangay Relative to the
October 31, 2016:

Saturdays, Sunday and Holidays.
Where: Offices of the Election Officer of the
city/municipality where the applicant resides
