REVISED LEAVE RULES-1980

Leave is earned during duty period , joining


time , casual leave etc.
No leave is earned during any kind of leave
granted under Leave Rules -1980 except
Quarantine Leave
Leave is earned 4 days for duty period of each
Calendar Month and there is no maximum limit
on accumulation of such leave
Duty period of sixteen days or more being treated
as full calendar month for earning of leave
Leave will be earned on full pay (LFP) only

EARNINING AND ACCOMULATION


If duty period in both the months (starting and
ending of a duty spell ) is sixteen days or more
than leave to be credited to both the incomplete
months shall be restricted to four days (one
month) only
A civil servant in a vacation Department earns
leave one day for a calendar month
When a civil servant in a vacation Department is
prevented from availing vacations/part of
vacations then he will earn leave for four days
per calendar year / proportionately for the
period

General Conditions
Leave shall be applied for , expressed and
sanctioned in terms of days
It is not necessary to specify the reasons for which
leave has been applied
Leave applied for on medical certificate shall not
be refused provided that the authority may, at its
discretion , secure a second medical opinion by
requesting the Civil Surgeon / Medical board to
have the applicant medical examined

General Conditions..
Leave commences from the day following that on
which a civil servant hands over charge of his post
and ends on the day preceding that on which he
resumes duty
Weekly and gazetted holidays which fall at the start
and end of sanctioned/availed leave period are
prefixed / suffixed and not taken into account of
leave availed subject to applicant applies specifically
for this purpose
Civil servants in PS-16 (gazetted) and above
proceeding on leave shall hand over the charge of the
post

General Conditions..
A civil servant can be recalled to duty
compulsorily with the personal approval of the
head of his office from leave of any kind
He may be granted fare and DA as admissible
on tour
If return from leave is optional , no such
concession is admissible
A civil servant on leave may not return to duty
before the expiry of the leave granted unless
permitted by the leave sanctioning authority

General Conditions..
Overstayal after sanctioned leave
Unless the leave is extended by the authority
a civil servant who remains absent after the
end of his leave shall not be entitled to any
remuneration for the period of such absence
Double the debit of such absence shall be
debited against his leave account
In addition to above authority may initiate
disciplinary case against the civil servant
who over stayed after sanctioned leave

General Conditions..
One type of leave may be combined with
Joining Time or any other kind of leave except
LPR & Casual Leave
A civil servant may apply for the type of leave
which is due to him and it shall not be refused
on the ground that another type of leave should
be taken
Leave account of non-gazetted employees is
maintained as part of Service Book and leave
account of employees in BS-16 & above is
maintained by the Accounts Office

General Conditions..
A civil servant is entitled to the revised rate of
pay if a general revision in pay of civil servant
takes place or an annual increment occurs
All leave shall lapse when he quits service
An audit report shall not be necessary before
the leave is sanctioned
No civil servant who has been granted leave on
medical certificate may return to duty without
first producing a medical certificate of fitness

RELAXATION OF GENERAL RULES


The Federal Government may in case of
hardship , relax all or any provision of these
rules
Such relaxation shall not be less favorable to
any benefit available to a civil servant under
the Leaves Rules -1980
