Before the Administrative Code of

1987, these orders, rules and
regulations were selectively
published in the OFFICIAL
GAZETTE.

1987 Administrative Code

(Executive Order No. 292)
All governmental and department orders, rules and
regulations have to be filed with the University of
the Philippines Law Centers Office of National
Administrative Register, and;
Published quarterly in a publication called National
Administrative Register.

Rules in force on the date which took

effect which are not filed within 3
months from the date thereafter shall
be the basis of any sanction against
any person or party.
Each rule becomes effective 15 days
after the filing, unless a different date is
fixed by law or specified in the rule in
cases of imminent danger to public
health, safety and welfare.

University of the Philippines Law

Centers Office of National
Administrative Register
Must keep an up-to-date codification of all
rules thus published and remaining in effect
together with a complete index and
appropriate tables.

Undertake Background Research

Get an overview
Determine the agency/agencies involved
Identify the types of pronouncements/documents
the relevant agency or agencies issue
Try to determine whether the Judiciary is actively
involved in lawmaking in the particular area
Develop the sense of interralationship between
federal and state (and sometimes local)
authorities

Take note of Procedural Rules

Determine whether the relevant
agency/agencies have their own set
of procedural rules that must be
followed and whether this will play a
role in your research.

Find out what published sources

are available
Looseleaf
Official reporter
Treatises

Make use of electronic sources

Electronic sources are apt to be to be
particularly useful in heavily regulated
specialties

Update Thoroughly
Familiarize yourself with the updating
tools peculiar to an area of law or its
sources.

Use informal sources

Be aware of the informal nature of much
agency practice.
