WHAT IS THE BARANGAY

GOVERNANCE PERFORMANCE
MANAGEMENT SYSTEM?
The BGPMS is an assessment tool
that
measures
the
barangays
delivery
of
services
and
accomplishments in relations to
their functions as mandated in RA
7160 and other related issuances.

Legal Bases of BGPMS

The 1987 Philippine Constitution
in Article X, Section 3, mandates
that Congress shall enact a Local
Government
Code
which
shall
provide a more responsive and
accountable
local
government
structure
instituted
through
a
system of decentralizationallocate
among the different LGUs their
powers,
responsibilities
and
resources, and providepowers
functions and duties of local officials
xxx.

Legal Basis for BGPMS

From the 1991 Local Government Code
Section 3 (h)
there shall be a continuing
mechanism to enhance
local
autonomy not only by legislative
acts but also by administrative
and organizational reforms;
Section 3 (m)
the national government
shall ensure that
decentralization contributes to
the continuing improvement of
the performance of local
government units and the
quality of community life.

Sections 16 & 17
(roles and
responsibilities of
local authorities)
require the
development of
management tools
and approaches to
assess the efficiency
of the processes and
the quality of public
service that LGUs
render.

WHY MEASURE BARANGAY

GOVERNANCE PERFORMANCE?
To determine and assess their level of
compliance to the Code and other laws,
especially in the identified service areas
through the BGPMS scoring and rating
system; and
To improve the quality of policies and
programs based on the problems identified
and defined per service area.

Scope and Focus of the

BGPMS
The BGPMS shall FOCUS ON the following
priority performance areas:

BARANGAY GOVERNMENT/ BARANGAY

OFFICIALS
1. Raise awareness on their state or level of
performance in relation to the following;
- Benchmark generated information/data for the
preparation of plans, budget and assessment
of their skills and training needs;
-. identified presence or absence of services
and facilities which serve as guide in
enhancing the delivery of service to their
constituents.
2. Promote transparency and accountability in
barangay governance through compliance to laws
and other issuances

COVERAGE

BGPMS is to be implemented in
42,028 barangays by 2014.
Initially, BGPMS was implemented in 1,634
barangays at one barangay per city and
municipality in 2011.

MECHANICS OF IMPLEMENTATION

I. Creation of BGPMS Barangay Assessment Team (BAT)

The Punong Barangay thru an Executive Order or the
Sangguniang Barangay thru a Resolution shall create the BGPMS
Barangay Assessment Team (BAT) with the following
composition
and functions:

MECHANICS OF IMPLEMENTATION

I. Creation of BGPMS .
B. Functions :

Coordinate with the DILG City/Municipality Office on project

implementation;
Gather information using the data capture form (DCF);
Assign point score using the BGPMS Scaling System;
Analyze the assessment result;
Prepare and present the State of Barangay Governance
Report (SBGR) to the Sangguniang Barangay and the
Barangay Development Council (BDC); and
Furnish one (1) copy of SBGR to the respective DILG
City/Municipal Office and City/Municipal Mayors.

MECHANICS OF IMPLEMENTATION

II. Orientation of BGPMS Barangay Assessment Team

(BAT)

The DILG C/MLGOOs, in coordination with the

concerned City/Municipal Officials and other agencies,
shall orient the members of their functions and the
requirements of the project.

III. Data Gathering

The BAT shall gather and assess data every January of
the immediate preceding year.

IV. Data Processing and Analysis

Data processing and analysis shall focus on the following:

1. Level of performance by the barangay per

performance area;
2. Identification of gaps and issues; and
3. Intervention/s to be undertaken.
V. Preparation of State of Barangay Governance
Report (SBGR)

The BGPMS BAT shall prepare the SBGR. This is a

brief report that includes the following:

Preliminaries
Executive Summary
Report Findings on the Performance Area
Conclusions (based on findings per performance
area)

VI. Conduct of Exit Conference

An Exit Conference with the members of the

Sangguniang Barangay, Barangay Development Council
and the City/Municipal Planning Development Council or
their representative shall be conducted by the team to
present the SBGR and to discuss the gaps, priority
concerns, interventions to address identified issues and
problems.

A. DILG OFFICES
I. The DILG Central Office
Oversee the nationwide implementation of BGPMS;
Provide policy direction and guidelines for its implementation;
Provide technical assistance to and coordinate with the DILG
Regional Offices in the implementation of the project;
Monitor project implementation and submit reports to SILG
thru USLG; and
Conduct periodic evaluation.

II. The DILG Regional Office

Oversee region-wide project implementation;

Coordinate closely with DILG Central Office on
policy matters;
Conduct region-wide orientation workshops;
Provide technical assistance to DILG

Monitor project implementation;
Maintain accomplished BGPMS Monitoring
Forms 1, 2 & 3; and
Assist in the conduct of the periodic
evaluation.

III. The DILG Provincial Office

. Oversee the province-wide project
implementation;
. Coordinate with the DILG Regional Office on
project operationalization;
. Conduct province-wide orientation workshops;

. Submit BGPMS Monitoring Form 2 to DILG
Regional Office;
. Maintain BGPMS Monitoring Forms 1 and 2; and

IV. The DILG City/Municipal Office

Oversee the city/municipal-wide project

implementation;
Coordinate closely with the DILG Provincial Office
on project implementation;
Conduct orientations/trainings and provide
technical assistance to the Barangay Assessment
Team;
Monitor project implementation in all barangays;
Ensure timely submission of the State of
Barangay Governance Report (SBGR) by the
BGPMS Barangay Assessment Team;
Submit BGPMS Monitoring Form 1 to DILG
