1. Environment: surroundings in which an organisation


operates, including air, water, land, natural resources, flora,
fauna, humans, and their interrelation.
surrounding - extends from within an organisation to the
global system.
2. Environmental Aspect: element of an organisations
activities, products or services that can interact with the
environment.
A significant environmental aspect is an environmental aspect
that has or can have a significant environmental impact e.g.
emissions to air, discharges to water, solid and other wastes,
land and groundwater contamination, etc.

3. Environmental Impact: any change to the environment,
whether adverse or beneficial, wholly or partially resulting
from an organisations activities, products or services.
4a. Management System: a structured set of controls for
managing the business, to ensure and to demonstrate that
business objectives are met.
4b. Environmental Management System (EMS): the
part of the overall management system that includes
organisational structure, planning activities, responsibilities,
practices, procedures, processes and resources for developing,
implementing, achieving, reviewing and maintaining the

5. ISO 14001 - This is an international standard for
measuring how well the environment is being managed by an
organisation.
6. Environmental Policy: - statement by the organisation of its
intentions and principles in relation to its overall
environmental performance which provides a framework for

targets.
7. Interested Party (Stakeholder) - individual or group
concerned with or affected by the environmental performance
of an
organisation.

For each identified SPDC operation and activity
(including maintenance) associated with a
significant environmental aspect requires
plant/facility documented operational controls.
Operational controls need to cover situations
where their absence could lead to deviations
from the policy and the objectives and targets

Operational control procedures include specific
operating criteria or specifications in the case of
equipment maintenance, pollution control
equipment and production processes which must
be managed within specified parameters to
maintain satisfactory operation and/or
optimisation of the process

Consideration needs to be given not only to the
setting of objectives and targets but also to
appropriate operational control.

Product Flow Major project will be subjected to the ISO 14001


certification process up till pre-certification.

HSE Case completed to SIEP and ISO 14001 standard shall form part
of the close out/project hand over.

The facility so handed over will become part of an existing HSE MS in


place or ISO 14001 certificate.

The inclusion of new facilities to existing certified entities shall be via


(i) Surveillance audit/visits and
(ii) re-certification after three years.

The facility will be such that no environmental upgrade will be


required within the first 6 months of commissioning.

Are personnel and contractors aware of what the environmental
aspects (risks) are pertaining to their jobs? (All levels should be
assessed)
Do site Supervisors know what the legal requirements are and how to
access relevant legislations?
Are permits available with adequate proof of compliance to all
stated requirements? (Such permits include: Environmental permit
).
What actions are taken in the event of non-compliance? Is this in line with

STRATEGY FOR MAJOR PROJECT HSE-MS IMPLEMENTATION

Develop DMP HSE MS manual (Multi-disciplinary team of AGG, PFAT and HSE Personnel)

The HSE MS shall be validated by the HSE MS in Place Audit after 6 months of implementation

Each Project Team shall develop a bridging document to manage the interface with the
Contractor with scope including commissioning and hand over.

All contractors to be engaged in AGG Projects, must develop or have in place an HSE-MS
- described in an HSE-CASE- that conforms with SPDC HSE-MS.

For Major Projects running on EPIC contracts, an operation HSE Case shall form part of the
deliverables at Project hand over

For Major Projects running on EPCOM Contracts, Production asset Team shall develop a
bridging document to manage the interface with the Contractor during the operation phase.

DMP and Major Project Managers shall be required to attend existing PDD ISO 14001/HSE MS

Monthly Meetings to gain from existing synergy and experience.

The HIT Team will support/steer/facilitate the development and implementation of the
HSE- MS/CASES.
