To arrive at a location which is most
convenient for
a) Population
b) Public Representatives MLAs.

To substantiate (or rebut) the existing

location of Secretariat / Assembly
House.

Points of Contention

Location which is equidistant to most of

the district headquarters
Rail connectivity is poor majority of
districts connected by road
Appropriately represented by the
representatives of the constituencies

Assumptions

Population taken as the load

As rail network is poor, people will take
road routes
District headquarter is center of whole
district
More population leads to more number
of people travelling

Calculation based on district-wise population prior of

demarcation of 9 additional district in January 2012 (as
complete data relevant to new districts not available).

centre point of the state for Secretariat /
