Project Development Objective:
The project helps the Government of Serbia in reducing cost and improving safety for road users
through:
(a) improving the condition of selected road sections of the main and regional road network;
(b) improving the effectiveness of road maintenance through the introduction of performance-based
contracting in two pilot regions; and
(c) introducing safe road design principles, road safety audits and targeted improvement measures.

Key results:
cost of winter maintenance were 50% less then overall in Serbia (207.8 Euro/Km vs.
572.3 Euro/Km in the mild winter 2006/07, and 510 Euro/Km compared to 1282
Euro/Km in the winter 2007/08)
road safety was improved-number of deaths per 10,000 vehicles was decreased from 6
to 2.4 in Mava Region and from 4.49 to 2.26 in Kolubara
The Public Enterprise Putevi Srbije is now extending the approach to the other 25
regions of Serbia.
Average road roughness was decreased-from 6 to 4.14 in Pilot Districts and from
5 to 3.77 in rehabilitated road sections

Ensure the work of PIT is fully integrated with, and meets the
needs of, the relevant Departments in the Public Enterprise;
Ensure the marked benefits and lessons learned by the piloting
of the hybrid winter and routine maintenance contracts are
spread to other regions of Serbia;
Minimize, except where absolutely necessary, turnover in the
PIT to ensure continuity and smooth implementation; and
Ensure that the benefits of the capacity building and technical
assistance under the project, specifically the establishment of
the Asset Management System and the revision of the Design
and Construction Standards are fully supported and realized.
