37.5 km on schedule to be completed by the end of December 2008;
In two regions (Mava and Kolubara), a hybrid maintenance contract for winter
and routine maintenance was piloted on 1,200 km of roads:

Euro/Km in the winter 2007/08)
road safety was improved-number of deaths per 10,000 vehicles was decreased from 6
to 2.4 in Mava Region and from 4.49 to 2.26 in Kolubara

Key Issues

Additional Financing has not become effective yet

Readiness of the road rehabilitation projects for financing
Only 5% of the training budget has been spent so far
Capacity of PIT to manage the workload accorded to the PIT,
in addition to their responsibilities under the project

Transport Rehabilitation
Key Recommendations:

Ensure that the subsidiary agreement and the legal opinion

showing that Loan Agreements is legally binding before
effectiveness are prepared and submitted to the Bank
Ensure timely defining of the road sections that will be a
subject of the rehabilitation and submit status of its preliminary
and main designs
Prepare a new training plan
Ensure the workload accorded to the PIT, in addition to their
responsibilities under the project, is consistent with capacity,
and will not hinder or impair their ability to undertake their
responsibilities to the project;

Transport Rehabilitation
Key Recommendations:

Ensure the work of PIT is fully integrated with, and meets the
needs of, the relevant Departments in the Public Enterprise;
Ensure the marked benefits and lessons learned by the piloting
of the hybrid winter and routine maintenance contracts are
spread to other regions of Serbia;
Minimize, except where absolutely necessary, turnover in the
PIT to ensure continuity and smooth implementation; and
Ensure that the benefits of the capacity building and technical
assistance under the project, specifically the establishment of
the Asset Management System and the revision of the Design
and Construction Standards are fully supported and realized.
