Function introduction
As shown in the figure, at Point A UE goes to CELL_PCH so UE only receives BCCH or PCCH
message it cant receive DOWNLINK DIRECT TRANSFER message from RNC.
If F2P_DT_MSG_BUFFER_SWITCH is OFF, RNC discards the message Downlink DIRECT TRANFER, if the
content of Downlink Direction transfer is CC Setup, Call Confirm etc, CS call setup fails.
If F2P_DT_MSG_BUFFER_SWITCH is ON,RNC doesnt discard the message Downlink DIRECT TRANSFER
at point A instead RNC sends paging to UE then UE makes state transfer from PCH to FACH, then
RNC resend DOWNLINK DIRECT TRANSFER to UE.

Parameter meaning
Whether the RNC buffers a DIRECT TRANSFER message received from the CN and sends a PAGING
message after the RNC receives a RADIO BEARER RECONFIGURATION COMPLETE message from a UE
moving from the CELL_FACH to CELL_PCH state (F2P)
1: This switch is turned on. The RNC buffers the DIRECT TRANSFER message and sends the PAGING
message to the UE.
0: This switch is turned off. The RNC does not buffer the DIRECT TRANSFER message, the message is
discarded.
Expected improvement:
Better CS call setup up success rate on the user experience.
