Why floriculture failed in Arunachal


Pradesh: Lack of proper market linkage for cut flowers.
Lack of demand for cut flowers in local markets.
Lack of awareness regarding commercial floriculture.
Fragile and perishable nature of cut flowers.
Availability of more lucrative and easier means of
earning.

Measures required to revive


commercial floriculture in Arunachal
Pradesh: Creation of market linkages for cut flowers through buyback arrangements with refuted flower exporters.
Creation of environmental controlled pack houses for
common use.
Introduction of refrigerated vans for transportation of
flowers.
Popularization of use of flowers in offices, hotels, schools,
private institutions, and social occasions to create local
demands for cut flowers.

DEPARTMENT OF HORTICULTURE
ARUNACHAL PRADESH
VISION-2025
It is an accepted fact that Horticulture is one
sector which can bring real sustainable development
in Arunachal Pradesh, owing to its vast land resource
and suitable agro-climatic conditions. Much has been
achieved due to implementation of various centrally
sponsored schemes. Arunachal Pradesh is the largest
producer of Kiwi fruit in India today. Second largest
producer of Large cardamom, and largest producer of
oranges in North east. However, much more yet
remains to be done to exploit the full potential of
Horticulture sector in Arunachal Pradesh. However,
for this the state Govt. needs to accord due priority to
this sector under its state plan programmes as well.36

Priority areas identified for coming ten years


in respect of the Department of Horticulture is
as follows: Area expansion activities to cover additional
target area of 40,000 Ha. under various
horticulture crops, including spices and Medicinal
& aromatic crops.
To convert abandoned Jhum lands to Horticulture
plantations, and to encourage Horticulture as
viable alternative to Jhum cultivation.
To rejuvenate old and declining orchards by
providing necessary assistance to farmers.
Quality improvement of farm produce to meet
export standards through training and awareness
programmes.

To encourage organic farming and organic


conversion of existing plantations.
To encourage Good Agricultural Practice (GAP) for
sustaining crop productivity.
To prepare the farmers for mitigation of climate
change through suitable interventions.
To minimize post-harvest loss by providing suitable
facilities.

backward market linkages through Arunachal

Horticulture as per existing industrial norms in the

To take up R&D works to find solutions to unique
local problems, and to develop suitable new
technologies as per local conditions.
To revitalize the existing Govt. Farms & Nurseries to
meet the requirement of quality planting materials.
To set up 2(two) Nos. of full-fledged Horticulture
Training Institutes for training of field staff and
farmers.
To provide suitable post-harvest technologies and
value addition of produce to ensure maximum
remuneration to farmers.

Measures required to boost Horticulture activity in Arunachal


Pradesh: Appropriate measures to be taken for control of citrus decline by
assisting the farmers in rejuvenating old and declining orchards to
maintain production and productivity of oranges in the state.
Massive awareness campaign needs to be launched for monitoring
proper plantation of Large Cardamom and to check the entry of
diseased plants.
Setting up of sorting grading machines for kiwi fruits in West Kameng
and Lower Subansiri Districts under Arunachal Pradesh Horticulture
Produce Marketing and Processing Board.
Setting up of common facility for curing of Large cardamom capsules
under Arunachal Pradesh Horticulture Produce Marketing and
Processing Board.
Setting up of common facility for sorting, grading, washing, waxing ,
and packing of oranges in suitable locations in orange growing belts.
Setting up of collection centers with pre-cooling facility.
Setting up cold chain connecting farmers fields to terminal markets
inside and outside states.
Introduction of refrigerated coach in Naharlagun to Delhi train.
Augmentation of trained manpower in the department.
Training of field functionaries.
Resource mapping by using GIS technology to plan further activity in
