SUCCESS STORY: TAIWAN


Taiwan: 100 maritime pilots in
9 Ports
Pilots are self-employed
Pilots have to be members
of Taiwan Maritime Pilots
Association.

TAIWAN IN 1992
After the election of new president, some big carriers
operating in Taiwan (Evergreen, ETC.) convinced him to
start competition in pilotage.
A totally new pilotage act was to set up; allowing each
carrier to have its own pilots. Pilots didt know about the
developments.
Learning the preparations Capt. Hang Lee went to Taipei
and informed the Legislators on the destructive effects of
competition on safety. They decided to rethink on the issue.

TAIWAN IN 1992
After 5 years of rethinking; legislators decided
to continue the status-quo as before 1992.
This is a success story; but on the other hand
shows that pilots a need to be be able to
express themselves to legislators/regulators
and keep monitoring their acts/intentions
related to pilotage.

Problem areas: A general

Argentina: Competition. Pablo Pineda will report.
Bahamas: At the threshold of competition. BMPA President
Capt. Kendall Williamson will report.
Denmark: Ports already open to competition. Decision to open
the Danish Straits by 2016. Stig Thomsen will report.
Romania: Competing pilotage reduced to three and put in a
time based shift. That was the most recent information.
Turkey: A new pilot Association set up. No competition.
Stability concerns.

Problem areas: A general

EU: 2 attempts for Regulation on Market Acces to Port
Services; in 2003 and in 2006 had been unsuccessfull.
3rd attempt received time out. But there are some
attempts to expand PEC system.
Two more bills at EU related to pilotage:
1.

Management of concession agreements.

2.

Internal state aid.
