Neighbor cells description
When the MS is in busy mode, it has a SACCH activated. On
the uplink, the MS sends measurement reports, and on the
downlink the network sends output power and TA for the
MS to use. In addition, the MS receives information about
the frequencies used as BCCH carriers in neighboring cells
