A . C oordination
When necessary for PDEA to conduct
search and seizure operation in the jail
facility managed by BJMP due to
intelligence reports, the PDEA shall
coordinate with the BJMP for the scheduled
operations (For NCR Operations, coordinate
with BJMP NHQ; For Regional Operations,
coordinate with BJMP Regional Director).

During the conduct of BJMP-initiated search


and seizure operations, it is not necessary
that PDEA is present during such
operations. But if the BJMP needs the
presence and assistance of PDEA, the

i g, Training and O rientation
Specialized training/orientation shall be conducted

to provide specific skills to respective personnel


involved in the conduct of search and seizure of
contrabands.
Security Team Members shall attend training

focused on the tactical aspect of the conduct of


search and seizure, both armed and unarmed.
Tactical Response Team Members shall attend

training focused on the tactical aspect of the


conduct of search and seizure, both armed and
unarmed.
Negotiations Team must have training on crisis

The Contraband Search and Seizure Team must

have an orientation on how to accurately


identify items deemed contraband.
An Evidence Custodian must be designated and

trained in accordance with the legal aspects of


Section 21 of RA 9165.
A briefing will be conducted after the functions

are designated to ensure spontaneity of


movements of each operating element.
It has to be made sure that everyone

understands his/her functions to the letter as


not to disrupt the fluidity of the operations and

The operations will be conducted early in the
morning to catch off guard not only inmates but
erring personnel as well.

The Ground Commander, members of the


Administrative Support Team and the Security
Team will be the first among the operatives to
enter the jail facility.

Security Team members will then


simultaneously secure the premises and critical
areas inside the facility as the Ground
Commander or the Security Team Leader
directs all jail personnel to keep away from the

security barrier/cordon around the

separate holding area for female inmate
must be provided.

As the leader of Security Team signals


to the ground commander that all
critical areas have been secured; the

There shall be designated friskers who

will conduct thorough frisking to friskers


of inmates, cell searchers, contraband
custodian, sorter and recorder. Personal
belongings of personnel searched, if any,
must be turned-over to their respective
assistant team leaders for safe-keeping
until the operation concludes.
Friskers of inmates will line themselves

facing each other near the control gate


as inmates are sent out of their cells in
an orderly manner.

All inmates must be thoroughly inspected

before they will be directed to proceed to the


holding area. If deemed necessary, a strip
search may be performed.
Security must be observed during the pat-

down and for the duration of their


containment as the holding area.
While in the containment area, inmates are

required to keep their heads down, turn their


backs on personnel and remain seated.
One inmate from each cell, preferably the

allowed to attend court in accordance with
the standard security procedure.
No visitor will be allowed by perimeter

security personnel to enter the facility

D . Security and Control P rocedures


Utmost security measures will be exercised in all

phases of the operation and observed by


members of the security team.
No information will be disclosed as to which jail

facility will be the subject of the operations and in


no manner will operatives be allowed to discuss
any of the information or directives conveyed
during the briefing.
The authority of the ground commander is

absolute. Irrespective of the hierarchy of


command, no directive shall take precedence or
overrule the authority of the ground commander

During the operation, the safety of all operatives and

that of all inmates must be of paramount concern.

To avoid confusion in the channelling of directives,


every operative will be required to wear a tag or
sticker indicating ones designated function or task.

At the start of the operations until its conclusion, the

entire perimeter of the facility must be well guarded,


keeping away all jail visitors and personalities having
no role or involvement in the operations or are not,
in any way, a subject of concern of the undertaking.
During the transfer of male inmates from their

respective quarters to the holding area, they have to


be required to take off their upper garment to ensure
that no weapon or contraband is concealed under

of seized drug evidence and the subsequent
custody and disposition thereof, properly
observing the chain of custody to ensure the
integrity and evidentiary value of the seized
drug evidence and/or non-drug evidence in
the premises of detention or jail facilities
shall be strictly carried pursuant to Section
21 of RA 9165, as amended by Section 1 of
RA 10640, and the guidelines promulgated
by PDEA implementing Section 21 pursuant
to Section 2 of RA 10640 as well as Section 6
of PDEAs Manual of Anti-Illegal Drug
Operations.

F. Filing of C ases
Appropriate case shall be

filed against any


personality for violation of
any of the provisions of
Republic Act 9165.

G . A dm inistrative Investigation
Appropriate administrative

case and criminal case shall be


filed against any personnel of
the BJMP and PDEA found to
have violated any of the
provisions of the Republic Act
9165 and this manual.
